Under the general direction of the Director of the MassHealth Quality Office or designee, the Quality Project Manager will provide project and contract management for MassHealth clinical quality and health equity measurement programs, including for acute hospital, accountable care organizations, behavioral health, and integrated care programs.

Project Management
• Manage projects from the idea generation and feasibility stage through completion, with engagement of senior quality and data leadership.
• Convene and manage project team which may consist of staff from the Office of Clinical Affairs and MassHealth with expertise in quality, health equity, data and analytics, and data management and/or staff from relevant vendors.
• Conduct environmental scans and/or literature reviews and the presentation of findings on a variety of project-related topics using relevant databases, journals, texts, and internet and library resources.
• Prepare and ensure quality of project deliverables.
• Communicate with relevant stakeholders to ensure that the projects objectives, scope, and expected deliverables of each project phase are understood. Facilitate communication of the projects status, budget, costs, issues, and related information to same.
• Actively contribute to the design of project-specific analytic plans, with support from quality data and analytic staff.
• Prepare oral and written reporting and presentation of all project findings; lead project status meetings and preparation of final project deliverables.
Contract Management
• Manage relevant contracts with external consultants and/or vendors providing quality and data management services to the Office of Clinical Affairs.
• Lead development and maintenance of relevant external contracts, including by developing scopes of work, preparing and managing contract budgets, contributing to selecting contractors, supporting execution of contracts, and amending contracts as necessary.
• Work collaboratively with relevant health equity, legal, finance, budget, and contracting teams from the Office of Clinical Affairs and MassHealth.
• Maintain a detailed and organized contract tracking system, which allows for accurate and timely follow up and problem resolution. Manage vendor deliverables.
• Serve as a liaison between external contractors and the Office of Clinical Affairs.
Quality Program Design
• Participate in quality and equity program design and development for MassHealth quality programs.

REQUIRED EDUCATION
Bachelors degree or equivalent experience.

REQUIRED WORK EXPERIENCE
5 years of experience in any of the following areas:
• Basic quantitative research methods, including statistics and measurements
• Experience with contract management
• Project Management Professional (PMP) Certification or the ability to obtain certification within the first six months of employment
• SAS and/or SPSS preferred (but not required)
• Experience and familiarity with health care utilization and quality measures (e.g., HEDIS, CMS, TJC, Member Experience)

Experience within a health care organization, state or university environment.

PREFERRED WORK EXPERIENCE
Previous experience working with Medicaid members is strongly preferred.


PREFERRED EDUCATION
Masters degree in public health, public policy, or policy administration with coursework in quantitative and qualitative research methods and analysis; or equivalent.
