GENERAL SUMMARY OF POSITION:
Under the direction of the Executive Vice Chancellor Administration and Finance or designee, the Deputy Executive Vice Chancellor, Facilities Management has overall responsibility for developing and maintaining UMass Chan’s real estate portfolio, including those external properties that foster, support and promote the University and UMass Chan. This includes new construction/expansion, capital renovations/improvements, and the day-to-day facilities operations. This position shall also consult with the Executive Vice Chancellor Administration and Finance and UMass Chan’s Office of Management on property acquisitions. UMass Chan’s real estate strategy shall integrate all aspects of the real estate and facilities operations into a cohesive plan that provides for the long-term growth needs of the organization while also achieving the carbon reduction and sustainability goals of the Commonwealth of Massachusetts. The position demands both short and long-term vision, necessary for decision-making which will affect how the organization’s real estate strategy serves and supports the campus now and in the future. In addition, the position is responsible for overseeing the maintenance of buildings and grounds, assures the optimal functioning of building systems including power, mechanical, fire / life safety, etc. Oversees the Department of Environmental Health & Safety; implementing programs to ensure a safe working environment at all times. The Deputy EVC, Facilities Management solicits bids, awards bids and oversees contractors for facility renovation and/ or expansion projects.
ESSENTIAL FUNCTIONS:
- Provides strategic vision, leadership, and administrative oversight to the departments comprising Engineering & Construction, Space Management & Planning, Energy Resources & Power Plant, Maintenance & Operations, Environmental health & Safety, Sustainability & Campus Services, and the division’s administration and finance functions.
- In consultation and collaboration with the Executive Vice Chancellor Administration and Finance and Office of Management, assists in the development and implementation of the organization’s real estate master plan so as to achieve the long-term growth needs of the organization while balancing the mandate to reduce carbon emissions and achieve sustainability goals as determined by the Commonwealth of Massachusetts.
- Develops the long-term energy and infrastructure plans for the organization in support of the real estate master plan and sustainability goals.
- Interfaces and collaborates with the Commonwealth’s Division of Capital Asset Management and Maintenance (DCAMM) and/or the University of Massachusetts Building Authority (UMBA) as needed for the successful implementation of the organization real estate strategy and energy sustainability goals.
- Provides the leadership and administrative direction for planning, design and construction, as well as the physical operation and maintenance of the campus, with the purpose of ensuring the integrity, safety, and sustainability of the physical environment.
- Develops and implements the Campus Five-Year capital plan gaining approval through the President’s Office and Board of Trustees.
- Primary point of contact with UMass Memorial Healthcare campus operations relating to facility maintenance, utility distribution, Joint Commission Environment of Care compliance, parking, access control and master planning and renovation/construction project management. Negotiates cost sharing themes for operational, capital and parking rates assuring equitable distribution while memorizing long term agreements.
- Oversees the Department of Environmental Health and Safety to implement programs to ensure a safe working environment in both the school and hospital. Promotes environmentally sound practices, fosters regulatory compliance, and protects the institutions reputation. Services include safety training, hazard identification and risk assessment, accident investigation, hazardous material management, radiation safety, biological and chemical safety, fire protection and life safety code compliance, emergency management.
- In consultation and collaboration with UMass Chan’s Campus Police Department, works on campus physical security including managing concentric physical boundaries through access control systems, doors and physical barriers, video monitor and capture systems and the visitor and vendor management tracking systems.
- Leads the $30M per year annual capital program while optimizing other funding sources such as the State’s DCAMM programs, Grant applications, hospital capital share agreements and utility company energy conservation funding opportunities.
- Executive project manager for major projects such as the recently completed $100M - 115,000 gsf VA Building and Garage Expansion project as well as the ongoing $325M 330,000 gsf nine story New Education and Research Lab building.
- Leads all space programming, site selection, design and construction efforts to assure projects are delivered on time and within budget.
- Manages the $25M per year Utilities Trust Fund which allocates all commodity, expenses and capital improvement costs to the campus via established rate and capacity costs. Creates annual budgets, revised utility rates and implements programs to assure reliability steam, chilled water and electrical production and distribution to the campus.
- Operates an $8M per year 4,000 space Parking Trust Fund which aggregates capital and expense costs and generates revenue through employee and visitor parking rates. Leads a campus parking committee to revenue assignments, manage change and assure the trust remains solvent.
- Oversees campus space planning activities; collaborates with other senior administrators and faculty on operational matters, as well as long-term capital planning and space usage. Maintains a space management inventory for reporting and analysis of space assignments, and in particular the allocations of research space for indirect cost reporting.
- Prepares and maintains guidelines and standards for space and interfacing with senior management to define needs.
- Possess advanced Facilities Project Management skills including in depth knowledge of HVAC, mechanical and electrical systems.
- Leads the preparation of requests for proposals for outside services; manages the consultant selection process; negotiates contracts; plans, schedules and directs the work of consultant teams in preliminary engineering, engineering design and construction services; reviews engineering reports and specifications; Works with staff, project engineers and the contractors during construction.
- Plans the departmental workflows and tracks work order processes and efficiencies; establishes cost effective staffing levels and key performance indicators.
- Prepares and analyzes facilities metric reports for trends to improve operational efficiencies.
- Obtains and administers contracts for building and Facilities infrastructure equipment and services.
- Manages, coaches, and ensures employees/staff have the resources needed to complete their job. Directs various staffing actions including recruiting, hiring, training, performance appraisals, promotions, and transfers.
- Tracks expenditures against budget and report on variations.
- Oversees various contractors regarding repair and maintenance to the buildings, solicit bids as necessary, review bids with appropriate senior management, reward bids in accordance with company policy.
- Overall responsibility for the facilities program compliance with the codes, regulations, and requirements of regulatory agencies such as the Joint Commission, the local Authorities Having Jurisdiction (AHJ), the State Department of Public Health, NIH, etc.
- Performs related duties and responsibilities as required.
REQUIRED QUALIFICATIONS:
- BA / BS in Mechanical Engineering, Architectural Engineering, or Industrial Engineering or equivalent.
- 10+ years of Facilities Managerial experience in an industrial or light industrial setting.
- Familiar with standard concepts practices and procedures for facility management.
- A broad knowledge of facilities systems and demonstrated experience managing complex facilities projects, including but not limited to a Power Plant.
- Possess advanced project management skills to plan, propose, and manage Facilities projects, including budgeting and schedules.
- Knowledge in building regulatory/code requirements.
- Proven leadership skills.
- Excellent communication and interpersonal skills to interface effectively with all levels of employees up to and including senior management.
- Ability to manage complex projects across multiple disciplines.
