
The Director, Finance will be responsible for preparing and managing all project and departmental budgets, reviewing financial statements, measuring productivity and goal achievement. The position will also oversee accounts payable and purchasing as well as program budgeting and forecasting. The Director, Finance will report to the Deputy Managing Director, DCS and will serve as the primary point of contact to Commonwealth Medicine (CWM) Finance.
• Oversee financial operations including: financial reporting and analysis, budget development and monitoring, and the invoicing of client agencies for services based upon Interagency Service Agreement (ISA), Memorandum of Understanding (MOU), and other contractual agreements.
• Develop, implement and oversee fiscal systems such as cost-accounting, program budgeting and forecasting, common service chargeback, accounts receivable, accounts payable, purchasing and budget forecasting systems that meet the needs of multiple programs while developing appropriate relationships to State, Federal, and the University system.
• Direct the fiscal affairs of DCS programs including the development and preparation of annual budgets, monthly and quarterly financial reports, annual profit and loss forecasts, and annual capital budgets.
• Work with Directors of assigned Program/Unit to establish and maintain strong relationships with clients and customers, as needed.
• Ensure analytical studies are being captured to provide the economic basis for management decisions to improve financial performance and to realize productivity improvements.
• Review financial statements and other performance data to measure productivity and goal achievement, and to determine areas needing cost reduction and program improvement.
• Design, implement, and maintain a core data system that consolidates data, monitors financial performance linked to specific indicators, and generates reports.
• Research and develop pricing strategies and exercise full budgetary approval for all program product development and marketing initiative venues.
• Analyze proactively and interpret key performance metrics, and statistical, financial, and accounting information. Identify and communicate trends, patterns and events that may be of interest or concern to leadership for CWM.
• Implement financial management systems to address decision-making ensuring the financial resource requirements of the organizations are met.
• Lead financial market research activities to evaluate competitors, inform approaches to cost modeling, and increase competitive edge.
• Lead financial risk management efforts to maximize revenue and margin through ongoing analysis of resources, pricing models and re-engineering opportunities; evaluate new business opportunities from cost and long-term sustainability perspective.
• Develop and implement performance initiatives designed to optimize and maximize revenue from the programs.
• Act as the liaison for DCS to Commonwealth Medicine Finance, providing updates on DCS financials.
• Maintain reporting systems that provide the ability for executives and senior staff to oversee program service delivery and for staff to be accountable and accurate in their duties.
• Provide leadership and management for financial data security to ensure compliance with enterprise standards.
• Oversee financial data management activities including departmental metrics and reporting.
• Develop and manage internal control procedures; ensure financial compliance with grants and contracts; and coordinate external financial reviews.
• Provide support to the leadership team for new business opportunities by assessing areas around business proposals, pricing models, and financial modeling to meet future client needs and commitments.
• Develop and maintain strong relations with peers, key Commonwealth Medicine business leaders, and other key clients, constituencies, and business partners as appropriate to ensure efficient operations.
• Lead, manage, and develop staff while assisting the leadership team in developing other staff as appropriate in assigned areas. Assist with the management and development of other staff as appropriate.
• Establish and implement DCS policies, goals, objectives, and procedures. Confer with leadership team, clients, and staff members as necessary.
• Submit journal entries and reports on behalf of DCS, and attend Commonwealth Medicine meetings as required.
• Ensure compliance with financial contract specifications and client business practices.
• Monitor and analyze financial accounts on a monthly, quarterly, and annual basis.
• Help develop standardized financial management and reporting tools.
• Review commitments and expenditures against approved DCS budget.
• Work independently to successfully achieve established objectives and deliverables.
REQUIRED EDUCATION
Bachelor’s Level Degree in Finance, accounting, a related field, or equivalent experience.
Certified Public Account (CPA), Certified Management Account (CMA), or equivalent certification(s).
REQUIRED WORK EXPERIENCE
10 – 12 years of finance/data/management related experience
Proven finance and management skills in complex environments, preferably health care or related industry
Demonstrated ability to write reports, journal articles, and/or other technical documents
Communication and presentation skills, both oral and written, to interact and to produce
reports suitable for both an academic and a public sector audience
Demonstrated leadership skills including the ability to build productive teams and motivate individuals at all levels of an organization in the pursuit of common objectives
Demonstrated ability to perform within budgetary constraints delivering a consistently break even or profitable bottom line
Experience with the development and maintenance of accountable infrastructure systems
including information technology and finance systems
Proven administrative and management ability in a complex environment preferably health
care or other related service industry
Demonstrated performance in strategic and financial planning and analysis
Ability to travel to off-site locations
PREFERRED EDUCATION
Certification(s)
Certified Public Account (CPA), Certified Management Account (CMA), Chartered Financial Analyst (CFA), Project Management Professional (PMP) or equivalent certification(s).
PREFERRED WORK EXPERIENCE
11 – 13 years of experience in financial services, academic, health sciences, healthcare, or disability services fields.
Healthcare operations experience and working knowledge of long-term services and supports,
and Medicaid operations strongly preferred.
