
Under the general direction of the MassHealth Chief Medical Officer/Director of OCA, or designee, the Sr Project Manager, PCDI works directly with the MassHealth Director of Payment and Care Delivery Innovation in the development and implementation of a cohesive approach to measuring and promoting quality and patient experience for MassHealth’s payment and care delivery innovation initiatives, including Accountable Care Organizations (ACOs) and Community Partners (CPs).
• In conjunction with MassHealth leadership, responsible for the development, testing, evaluation, adoption and promotion of performance measurement systems (i.e., quality, access and patient experience measures) to evaluate care provided to MassHealth members enrolled in ACO models, including in the Community Partners program.
• Support MassHealth leadership in the specification and operational refinement of an integrated quality information system for MassHealth ACO and Community Partners programs.
• Participate in the development of project plans and programs in conjunction with senior MassHealth leadership for assigned program areas.
• Convene and provide overall direction to quality workstream and other ACO- and CP-relevant project teams for the development of work plans, quality measure slate design and analysis. Teams may consist of policy, clinical, data staff, and project coordinators.
• Identify necessary resources to perform ACO and CP projects, including organizing and coordinating resources from MassHealth; monitor work progress, including data analysis and reports.
• Manage project resources and plans to ensure timely completion of agreed upon outcomes.
• Provide functional supervision of other specified project staff as needed.
• Coordinate formal communications and meetings between MassHealth ACO and CP teams and the ACOs/CPs/providers around quality and patient experience work stream, as well as working with senior departmental management regarding ACO project needs and concerns.
• Summarize findings of data analysis and incorporate pertinent information into project presentations.
• Perform other duties as required.
REQUIRED QUALIFICATIONS:
• Master’s degree in Health Care or Business Administration, Public Health, or a health policy related health care field; or equivalent.
• 5 years of related experience in developing, implementing and evaluating care delivery programs, including significant experience in project management.
• Working knowledge of complex, federally funded innovative payment model projects and/or experience working in a health system or provider group setting.
• Communication and presentation skills, both oral and written, to interact with leadership, staff, providers and other stakeholders.
PREFERRED QUALIFICATIONS:
• Clinical background or significant work in a clinical setting.
• Experience with the MassHealth Accountable Care Organization and/or Community Partners programs
• Flexibility and ability to thrive in a fast-paced, dynamic environment.
