GENERAL SUMMARY OF POSITION: 

 

Under the direction of the University of Massachusetts Medical School’s (UMMS) Associate Vice Chancellor for Management or designee (within UMMS Administration and Finance), the Director of Conflict of Interest International Support Services oversees issues that relate to conflicts of interest (COI) in the course of research, business innovation, or consultant relationships as well as ensures compliance with federal and state laws and institutional policies on COI; and further will direct services related to international travel and assist in overseeing international compliance and risk management activities related to COI and international travel for UMMS.

MAJOR RESPONSIBILITIES:

 

Conflict of Interest

  • Oversees and assists in the development and review of UMMS’ policies on individual / institutional COI for faculty and research staff involved in sponsored research.
  • Advises faculty, research staff and other UMMS employees on questions and issues related to individual / institutional COI in research, business innovation and consultant relationships.
  • Works with, and provides assistance to the Office of Management, Office of Research, Office of Grants and Contracts Administration, Chair of UMMS’ COI Committees (x2), and the University’s Office of General Counsel to ensure that UMMS’ COI program and its State employees comply with the policies and procedures of the University and UMMS and the requirements imposed by funding and oversight agencies, including but not limited to NIH and CDC and also as governed by Massachusetts General Laws, Chapter 268A and 268B.
  • Reviews and analyzes COI disclosures and identifies and reports potential individual / institutional COI, works on COI management plans, and ensures compliance with accepted management plans.
  • Collaborates with stakeholders in the evaluation, identification and management of financial conflicts of interest in human subject research reviewed by the UMMS Institutional Review Board (IRB).
  • Drafts and implements and/or assists with COI training activities.
  • Manages the administrative functions of UMMS’ Committees for Oversight of Clinical Research Involving Individual COI, and for Oversight of Clinical Research Involving Institutional COI, including meeting with the Chair of UMMS’ COI Committees, planning meetings, preparing meeting materials, taking and transcribing meeting minutes, and corresponding with the Chair and Committee members and investigators. ·             
  • Perform other duties as required or assigned.

International Support Services

 

  • Oversee the international travel registration, approval, emergency assistance and travel insurance process.
  • Collaborate with UMMS’ three Schools and the Office of Graduate Medical Education on student/resident international travel, ensuring appropriate documentation and risk assessments are completed.
  • Assist (when requested) international collaboration documentation (MOU’s, Affiliation Agreements, Letters of Agreement) related to educational, research and service activities.
  • Work collaboratively with the Office of Research Administration evaluating foreign project registration requests including assisting in the evaluation of institutional and operational risk factors.
  • Collaborate with the Office of Pre and Post Award Administration, and when necessary, the Office of Human Resources (including Immigration Services) and Office of Financial Services on Foreign Project Registrations relating to the management aspects of administrating a grant or research/educational activity in a foreign country.
  • As may be requested by specific UMMS Principal Investigators, provide analysis and insight for international sponsored projects.
  • Maintain the International Support Services website, providing resources that are current, including links to internal and external resources.
  • Attend (when requested) UMMS campus and President’s Office meetings dealing with international travel and risk management and related issues.
  • Perform other related duties as required or assigned.

REQUIRED QUALIFICATIONS:

  • Bachelor’s Degree or higher.
  • 5 – 7 years related experience with research conflict of interest and international support programs performing compliance and/or audit functions in a university, academic medical center, or other research environment.
  • Strong familiarity with the operations of Conflicts of Interest Committee(s) and International Support Services, and experience organizing committee materials and preparing committee members.
  • Working knowledge of the regulations governing conflicts of interest compliance in biomedical research.
  • Experience with policies and practices governing individual and institutional conflicts of interest compliance.
  • Experience developing and presenting training on conflicts of interest / compliance and international travel.
  • Experience in other compliance areas, such as privacy, regulatory or corporate compliance.
  • Familiarity with the policies and procedures of federal and other sponsors of global health research and travel.
  • Demonstrated organization, facilitation, communication, and presentation skills.

PREFERRED QUALIFICATIONS:

  • MD or Juris Doctor (J.D.) degree
  • Research compliance certification, such as CHRC, CIP, CCRA
