Overview:

UMass Medical School is a premier academic and health sciences center of national and international distinction that is ranked among the nation's top 10 medical schools in Primary Care education. Comprised of the School of Medicine, the Graduate Schools of Biomedical Sciences and Nursing, our clinical partner is UMass Memorial Health Care which is the largest health care provider in Central Massachusetts. UMMS is also the home of Commonwealth Medicine and MassBiololgics (MBL).

Located in Boston, MA, MassBiologics is the only non-profit, FDA-licensed manufacturer of vaccines in the US. In 1997, oversight of MBL was transferred to UMMS. For over 100 years, MBL has worked to improve public health through applied research, development and production of biologic products including vaccines, plasma derivatives, monoclonal antibodies and most recently, vector manufacturing at our new South Coast facility in Fall River, MA. MBL currently manufactures and distributes Tetanus, Diphtheria Toxoids and Adsorbed (Td) vaccines worldwide, is a cGxP manufacturer and is compliant with the FDA’s Quality System Regulations (QSR).

Commonwealth Medicine is the $400M health care consulting division of UMMS. As leaders in the development and implementation of health care reform, CWM stays ahead of health care trends and helps strategize and plan for changes that impact both health care delivery systems and patients. Using CWM’s customized programs and services, many managed care organizations, government agencies and nonprofits have been able to control their health care costs while increasing the value of their health care spend. CWM operates individual programs and centers in 21 states and 27 locations around the globe while also helping at-risk and uninsured populations gain better access to quality health care.

 

GENERAL SUMMARY OF POSITION:

 

Under the direction of the Associate Vice Chancellor, Chief Human Resources Officer, is responsible for the strategic design, planning, and effective delivery of  the UMMS Total  Rewards Program, Labor Strategies, HR Information Systems (HRIS), Immigration Services, the HR Service Center and HR Compliance.  Ensures compensation, benefits and HR services/systems align with and support organizational strategies.  While creating and maintaining a high performing organization with a culture of customer service, continuous process improvement, collaboration and with a high sense of urgency, ensure that HR Services for students, faculty and staff are best-in-class and compliant with federal and state requirements and collective bargaining agreements. Serves as a key member of the Human Resources Leadership team inspiring, coaching and mentoring HR professionals and other members of the UMMS community. Manage HR administrative matters and the HR Budget.

 

 

Responsibilities:

MAJOR RESPONSIBILITIES:

 

Total Rewards:

  • Develops and recommends total rewards programs and associated policies to meet the strategic needs of the institution  and employees.
  • Oversees the development and administration of employee, faculty and executive benefit programs that are competitive and cost-effective.
  • Directs and oversees the organization’s executive incentive compensation program, collaborating with Finance and the UMASS Office of the President.
  • Collaborates with organizational leadership and colleagues to enhance our performance management system to align organizational, department and individual goals with performance budgets, pay guidelines and communications.

Labor Relations, Compliance and Immigration Services

  • Develops and recommends organizational labor strategies that support the mission and vision of UMMS.
  • Prepares for and participates in contract negotiations. Provides direction to labor negotiating teams regarding strategy and overall bargaining process.
  • Administers and interprets the collective bargaining agreements.
  • Investigates and settles grievances under established grievance procedure.
  • Ensures that all Human Resource policies follow state and federal guidelines as well as adhere to the mission and vision of UMMS.
  • Oversees Leave of Absence Programs to include FMLA and Workers Compensation.
  • Oversees programs in support of International Students and Scholars, including accurate, efficient and effective processing and monitoring of those individuals. 

 

Human Resources Information Systems (HRIS) and HR Service Center

  • Evaluates and recommends technological solutions that enhance the customer experience, support the simplification of HR transactional work, the customer experience and facilitate the measurement of meaningful results.
  • Ensure effective and compliant management of employees records and data in a secure environment as per all federal and state laws pertaining to privacy and record storage and retention.
  • Provide leadership in the development of the People Soft HR systems strategy and ensure all systems are appropriately supported and managed.
  • Promote the effective use of information technology in HR and in particular provide leadership in the development and use of the HR Portal/intranet.

 

HR Leadership – As a member of the leadership team:

  • Collaborates with others in Human Resources and institutional leadership in the development of annual and long range strategic plans for UMMS and implements strategies, programs and goals having an organization wide impact.
  • Encourages and supports diverse views and approaches, creating an environment of professionalism, respect, tolerance, civility and acceptance toward all employees and customers.
  • Creating a culture of collaboration, ensures that Compensation, Benefits, Labor, Immigration, HRIS and HR Service Center staff provides high quality customer service.
  • Participates in performance improvement initiatives and the annual excellence initiatives.
  • Ensures compliance with federal regulatory agencies such as Department of Labor and state agencies such as Group Insurance Commission, State Retirement Board, Board of Higher Education’s Optional Retirement program and state’s Workers Compensation Divison and University policies and procedures. 
  • Develops and maintains established departmental policies, procedures, and objectives.
  • Performs similar or related duties as required or directed.

Qualifications:

REQUIRED QUALIFICATIONS:

  • Requires B.S/B.A. in Human Resources Management, Business Administration, Communications or a related field.
  • 10 – 12 years of progressively broad success in HR leadership roles with a focus on Compensation and Labor Relations.
  • Must have a broad working knowledge of HR systems, principles and practices.
  • Experience developing and managing a departmental budget.
  • Presentation, training and coaching skills.
  • Team player oriented to collaborative problem solving.
  • Excellent management and communications skills.
  • Strong appreciation for and demonstration of confidentiality.
