OVERVIEW

The Integrated Fiscal Strategy (IFS) team within MassHealth is seeking a highly motivated fiscal policy analyst to
support the MassHealth Accountable Care Organization (ACO) program—one of the agencys most significant
policy initiatives, representing approximately $10B in annual healthcare spending. Reporting to the Director
of IFS, this role plays a critical part in shaping high-stakes budgetary and policy decisions that directly affect
provider payments, care delivery, and health outcomes across the Commonwealth.

This is a high-visibility, high-impact position with regular exposure to senior agency leadership, external
stakeholders such as leads from Accountable Care Organizations (ACOs) and other vendors. The analyst will
lead complex financial analyses, contribute to risk adjustment strategy, and help translate policy goals into
operational and budgetary reality.

Financial Modeling & Strategic Analysis

  • Develop, maintain, and enhance Excel-based financial models that determine managed care rates and primary care sub-capitation payments.
  • Analyze budget impacts, cost trends, and policy alternatives, and present clear, actionable recommendations to executive leadership.

Risk Adjustment Strategy & Implementation

  • Partner closely with MassHealth Analytics to implement and operationalize risk adjustment methodologies in ACO pricing.
  • Develop and oversee routine risk adjustment reporting, validate analytic inputs, and serve as the primary point of contact for ACO and MCO stakeholder inquiries related to risk adjustment.
  • Support the ongoing refinement of risk adjustment strategy to ensure equitable and clinically appropriate funding distribution.

Cross-Team Collaboration & Budget Integration

  • Work collaboratively with the MassHealth budget and payment operations teams to ensure funding strategies are accurately reflected in the annual budget, contracts, and operational systems.
  • Support alignment between policy intent, financial strategy, and system execution.

Executive & Stakeholder Communication

  • Prepare high-quality presentations and briefing materials for executive leadership and external stakeholders on key financial and policy decisions.
  • Clearly communicate complex topics such as risk scores, budget impacts, cost drivers, and policy rationale to technical and non-technical audiences.

Regulatory & Contractual Deliverables

  • Manage rate-setting and related deliverables required by CMS and contractual agreements.
  • Ensure all submissions are accurate, timely, and compliant with federal and contractual requirements.

QUALIFICATIONS

  • Bachelors Level Degree in Economics, Business, Finance, Public Policy or related field.
  • Two years of cumulative work experience in state, local or federal agencies, private sector or non-profit
  • Prior experience/skills in Microsoft Excel required; familiarity with Tableau or an analytical database (e.g.R) preferred
  • Demonstrated ability to synthesize complex quantitative analyses into qualitative summaries to present to leadership and external stakeholders analytic and problem-solving skills
  • Organizational and project management skills to support or co-lead cross team initiatives
  • Strong communication skills both oral and written
  • Interpersonal skills necessary to interact successfully with a wide range of individuals
  • Demonstrated attention to detail in order to deliver a quality work product

Preferred Qualifications:

Masters Level Degree in Economic, Business, Finance, Public Policy or related field
