The Associate Medical Director (AMD) for Psychiatry, under the direction of the Medical Director for Behavioral Health, is responsible for providing clinical expertise in the area of behavioral health to the Office of Clinical Affairs (OCA), the Massachusetts Medicaid (MassHealth) Office of Behavioral Health (OBH), and the Executive Office of Health and Human Services (EOHHS). The AMD will provide clinical subject matter expertise for the development, implementation, and evaluation of behavioral health policy in OBH, MassHealth programs, and EOHHS, will provide strategic leadership on priority areas such as population behavioral health, medical and behavioral health integration, and behavioral health clinical quality and performance improvement, will participate in the development and evaluation of clinical standards and guidelines for MassHealth behavioral health services, and will serve as a clinical resource for OCA, OBH, MassHealth, and EOHHS programs.

Provide clinical support and expertise to OCA, OBH, and MassHealth programs and clinical staff for the development, implementation, and evaluation of behavioral health policy, including new care delivery and payment reform models, such as value-based care, primary care-behavioral health integration, and ACO programming.
Participate with the OCA, OBH, MassHealth, and EOHHS leadership and program staff in strategic planning to develop, define, implement, and evaluate long term clinical plans, strategies, and improvement opportunities, particularly around population behavioral health, medical and behavioral health integration, and behavioral health clinical quality and performance improvement.
Support the Medical Director of Behavioral Health, OBH, OCA, and Programs with the development and implementation of clinical, quality, and analytics initiatives and quality/performance improvement projects.
Participate in OCA, OBH, and MassHealth activities to monitor, report upon, and make recommendations regarding quality, clinical effectiveness, and cost effectiveness of MassHealth behavioral health and medical services and programs and provide recommendations to programs managers in designing and operationalizing program improvements.
Participate/lead in the development of policies, clinical standards, guidelines, criteria, and algorithms for use in MassHealth behavioral health and medical services, ensuring adherence to all applicable federal and state laws and regulations, and review Managed Care Entities (MCEs) policies.
Support Programs in reviewing specifications for all covered services.
Provide clinical consultation and guidance to the activities of behavioral health and medical program managers and on clinically complex cases.
Provide updates and consult with OCA, OBH, and MassHealth managers on new evidence-based treatments, technologies, innovations, and policies.
Participate in communications with MassHealth behavioral health and medical providers, vendors, and stakeholders, and educate physicians and others on current MassHealth policy and programs.
Serve as a liaison to the mental health and substance abuse authorities and sister agencies.
Participate in task forces, workgroups, and other OCA, OBH, MassHealth, EOHHS meetings as designated by the Medical Director for Behavioral Health.
Participate in the establishment of departmental policies, procedures, and objectives.
Provide clinical leadership and mentoring for the OCA, OBH, and MassHealth staff and work collaboratively with both clinical and non-clinical team members.
Perform other similar and related duties as required or as directed.

REQUIRED EDUCATION
Medical Doctor or Doctor of Osteopathy

REQUIRED WORK EXPERIENCE
Actively licensed to practice medicine without restriction in Massachusetts throughout his/her employment with OCA
Board certified in psychiatry and minimum 5 years of experience in direct patient care
Half-time position; hybrid model- combination of virtual and in-person

PREFERRED WORK EXPERIENCE (if applicable)
Expertise in child and adolescent psychiatry is preferred
A graduate degree in Public Health or Public Policy or other advanced degree in business or healthcare is desirable.
