GENERAL SUMMARY OF POSITION:
Under the general direction of the Deputy Executive Vice Chancellor of Facilities Management or designee, the Sr. Director of Space Planning & Occupancy Management hires, manages and develops the staff of the Space Planning Department. The Sr. Director is responsible for overseeing all facility-planning and CAFM activities for the UMass Chan Medical School and its subsidiaries. The Sr. Director will be responsible for the preparation of long-range planning analysis and the tactical implementation of facilities initiatives in support of UMass Chan Medical School. The Sr. Director is responsible for managing the data related to all UMass Chan Medical School space assets (owned and leased) on all campus locations across the state. The Sr. Director is the key administrative point of contact with and between internal and external parties related to space management issues and prepares and presents space plans and options to senior UMass Chan Medical School leadership as requested.
MAJOR RESPONSIBILITIES:
- Develops, manages, and oversees all aspects of the UMass Chan Medical School space database to insure accurate and up to date information; including departmental space occupancy, room type, occupants, grants, utilization, and principal investigators; for all space controlled by UMass Chan Medical School and UMass Memorial Health.
- Participate in senior management space utilization committees responsible for short and long-term space planning. Actively participate in strategic, business, and capital planning for current and future facility requirements of UMass Chan Medical School and UMass Memorial Health.
- Meet with UMass Chan Medical School and UMass Memorial Health staff and leadership to determine spatial needs. Conduct planning workshops to develop and/or provide efficient scenarios to fulfill needs in a space constrained environment.
- Maintain space inventory data to support institutional reporting requirements, including federal indirect cost reports and space utilization reports. Coordinate, analyze and report on space needs and utilization.
- Prepare reports for senior administration including organizational space allocations, space utilization analysis, relocation block planning options and recommendations related to departmental space requests.
- Oversee the yearly physical audit of space assignments to ensure effective use of office and research space.
- Supervise Space Planning associates to help support UMass Chan Medical School and UMass Memorial Health staff regarding space utilization and planning. Perform audits of information submitted by departments throughout the UMass Chan Medical School and UMass Memorial Health to ensure all spatial data is current and is reflected in the Facilities Management department electronic drawings and spatial database.
- Develop campus model standards, layering conventions and formatting for in in campus model.
- Develop policies and metrics for space assignment, utilization, and office hoteling use. Conduct studies, research, and compile data to prepare comprehensive facilities use and feasibility data to be used for campus planning, capital improvement, and long-range planning.
- Receive, review, process and maintain data for all departmental and organizational space requests.
- Work collaboratively with Director – Facilities Capital to develop project scope, perform in-depth analysis, test fit scenarios, conceptual design, sequence, and cost estimates prior to transfer to Facilities Engineering and Construction for design and construction.
- Review space requests against space standards for proper and efficient space utilization.
- Interface with UMass Chan Medical and UMass Memorial Health department directors concerning facility renovations and/or new construction projects.
- Oversee the documentation and coordination of architectural and space allocation / use changes made by Facilities Capital Project Managers once projects or relocations have been completed.
- Confirm that as-builts are to specified standards for easy incorporation into campus model.
- Supervise the Facilities Management Data Systems Support team regarding the utilization of the existing software maintenance and support for Facilities Management.
- Oversee development and refinement of software inventory and reporting systems, including standards for data collection, validation, organization, and data input as well as customizing and producing periodic reports. Responsible for the execution of the Facilities Management software strategic plan from concept to implementation. Instill a commitment to data quality and data system integrity.
- Liaison between Facilities Management, software vendors, UMMS IT and UITS.
- Recognize user training and change management as fundamental to successful data systems implementation.
- Manage the purchase and setup of Facilities required software licenses.
- Oversee the collaboration with construction project managers to support the timely relocation of office/lab moves. Ensure the coordination of all project move activities, communication with the client, and internal and external stakeholder (project managers, IT, movers, telecom, etc.)
- Supervise staff responsible for the coordination with individual lab users to identify all equipment and materials that is required to move. Facilitate meetings and discussions to ensure all equipment, chemicals, etc. and move requirements (including necessary inspections, calibration activities) are clearly identified and tracked for the physical move requirements with minimal disruptions to lab operations.
- Ensure the proper updating of the space database to reflect changes in organizational changes, occupants, and required data elements.
- Develop and manage the department's annual budget reporting significant variances and trends, recommending corrective action, and providing forecasts.
- Has the authority to direct and support employees daily work activities. Has authority to undertake or recommend the following employment actions: hiring, termination, corrective action, and performance reviews.
- Implement departmental policies and guidelines.
- Perform other duties as required.
- Maintain related portion of Share Services Agreement (SSA) with defined Service Level Agreement (SLA). Modify SSA to reflect current cost and incorporate cost of additional services.
REQUIRED QUALIFICATIONS:
- Masters degree in Engineering, Architecture, Building Science or equivalent experience
- 10 years of relevant institutional planning experience.
- Progressively responsible management experience, including supervision of staff and midlevel managers and effective relationships with a senior executive management team.
- Experience in a collegiate, medical school and/or healthcare environment is preferred.
- Thorough understanding of the technical aspects associated with space management and project planning.
- Strong leadership, team building and managerial skills.
- Outstanding interpersonal skills.
- Excellent written, graphic, and oral communication skills.
- Broad knowledge of research and teaching space facility and utilization requirements.
- Ability to travel to off-site locations.
