GENERAL SUMMARY OF POSITION:

Under the general direction of the Deputy Executive Vice Chancellor, the Associate Vice Chancellor of Facilities Program Controls is responsible for providing innovative and technical leadership in the fiscal and program controls aspects of all projects within the Facilities Capital and Engineering Department.  Joint responsibility with the Senior Director, Facilities Capital Construction for leadership and overall success of the UMass Chan Medical School Facilities Capital program.  Responsible for developing and maintaining all procedures, systems, and tools to enhance, track and document the performance of the Department in effectively managing the planning, design, construction, and commissioning of capital projects.  Leads the effort of creating and maintaining a space database to inform the assigning of space, allowing for efficient utilization while reducing overall area required to meet departmental demands and programmatic changes as they occur.  Leads the effort of accurate documentation and archiving of all projects such that past project information may better inform and enhance the fiscal accuracy of future project endeavors.

ESSENTIAL FUNCTIONS:

  • Directs the Financial and Contractual and execution of the five-year capital project program on the campus that includes the Biannual Board of Trustees Plan, the annual DCAMM Major Projects, Deferred Maintenance, and Infrastructure Program, the UMMHC Shared Infrastructure/Power Plant/Parking Program Five Year Plan and any other stimulus, energy project or third party funded projects.
  • Develops, manages, and oversees all aspects of project controls; including the areas of scheduling, cost estimating, cost monitoring, contract administration, and progress reporting; for all projects within the Capital Facilities and Engineering Department.
  • Develops and maintains, in conjunction with the Legal and Contracting departments, templates for the procurement and ongoing administration of professional services and construction contractors including RFQs, RFPs, standard professional services agreements, construction front-end documents, amendments, task orders and change orders.
  • Oversees and provides assistance and quality control in the selection and retainage of professional services firms and construction contractors.
  • Establishes and maintains program-wide document control system and associated procedures. Maintains the project controls software required for ongoing monitoring and tracking of the costs, schedule, and key issues related to capital projects. Works with IS to enhance tools or provide necessary integration of project cost information from current and/or future enterprise systems.
  • Oversees and provides independent analysis of selected contractor claims for additional compensation and time extensions to ensure consistent contract interpretation. Develops a decision-making tool to enhance the process for determining space needs.
  • Provides oversight, assistance, and quality control in the managing and processing of change orders, claims and payments. Prepares executive monthly progress reports for senior management that track program and project performance on cost, schedule, and quality issues. Develop standard or ad hoc reporting tools as required and in partnership with the Senior Director – Capital Facilities, to enhance joint ability to successfully manage the portfolio of capital projects and communicate departmental needs through the Senior Vice President of Capital Facilities and Engineering to Senior Medical Center Leadership.
  • Develops a training program for the Facilities Capital and Engineering staff for continued skills development in the project management, as well as specific knowledge of in-house procedures and systems. Oversee, develop and maintain a Facilities Policy and Procedure Manual for use by staff in performing departmental duties in a professional and consistent manner.
  • Has the authority to direct and support managers with functional area responsibilities. Has the direct responsibility to undertake the following employment actions: hiring, termination, corrective action and performance reviews. Direct Reports: More than 7 Indirect Reports: 6-10. Has full responsibility for planning, monitoring and managing department budget.
  • Budget, manage, and provide financial reporting for the Facilities Trust Fund through the development of rates, assuring accurate expense reporting and revenue receipt.
  • Plans and executes all design services through the Designer Selection Committee to select and contract with architect-engineer firms providing design services
  • Participate in and assist in the integration planning efforts for facilities-related functions of UMass Memorial Health. Develop strategies for synergistic cost savings by consolidation and integration of facilities and maintenance related services where appropriate.
  • Development and support of campus master planning efforts, including MEPA notifications, filings, and negotiations for new projects.
  • Directs the assessments and aggregation of all deferred maintenance projects and assures the DCAMM CAMIS database is accurate.
  • Perform other duties as required

REQUIRED QUALIFICATIONS:

  • Bachelor of Science Degree in Business, Engineering, Management, Public Administration, or Urban Planning required. Masters degree preferred.
  • More than 10 years related work experience required.
  • 5 – 8 years supervisory / management experience required
  • Working knowledge of building codes and environmental and safety regulations
  • Must possess interpersonal skills to effectively communicate the impact of design alternatives and the ability to negotiate agreement between members of the project team
  • Must have the written and oral communication skills necessary to interact with all levels of Medical Center personnel, outside contractors, and consultants
  • Must have the analytical ability to manage facilities construction projects from conception through implementation consistent with defined objectives and approved budgets but where discretion is provided in determining methods to be used
  • Advanced skills with Microsoft applications which may include Outlook, Word, Excel, PowerPoint, Access and other web-based applications. May produce complex documents, perform analysis and maintain databases.   
  • Ability to travel to off-site locations
