POSITION SUMMARY:
Under the general direction of the Senior Director of Criminal Justice Reform or designee, the Director of Reentry and Community Based Programs will oversee all aspects of the community-based post release and re-entry services provided by the Department of Correction (DOC), will collaborate with the contracted reentry providers on program implementation, and assist in the advancement of DOCs broader re-entry priorities. The Director shall develop and maintain partnerships with contracted providers to ensure effective delivery of community-based post-release and re-entry services; ensuring quality and integrity of the services provided under re-entry contracts with DOC; evaluate program performance against established goals; address both provider and DOC operational issues and short - and long-term needs that contribute to the success of DOC’s After-Incarceration Centers.
This position will coordinate, manage and oversee the development and implementation of activities and post-implementation monitoring of the DOC’s After Incarceration Centers; coordinate assigned activities of participating external agencies, contracted providers and community stakeholders; and provide highly responsible and complex program management. The goal of these Centers is to ensure program participants are engaged and supported in services that include adult education, job readiness, job placement, job training, and alcohol and substance use treatment programs; provide or connect to mental health services, provide or assist individuals in finding affordable housing, and facilitate connection to other comprehensive services.

ESSENTIAL FUNCTIONS:
- Provide consultative input and strategic support to EOPSS leadership in operationalizing services for justice involved populations including attention to: institutional policies and procedures; data collection and analysis; community engagement; language and communication access; and cultural competence, for both program services as well as operational functions such as communications and training. Provides information, resources, education, training, coaching and technical assistance to support implementation.
- Collaborate on initiatives requested by EOPSS and departments under their oversight to help improve services that are accessible to those that have been justice involved so they may improve community tenure and decrease recidivism.
- Formulate strategies for the evaluation and continuous quality improvement of systems, policies and operational processes related to justice reform and to improve connections to increase community tenure and decrease recidivism.
- Develop strategies, resources, partnerships and initiatives to address diversionary, reentry and restoration needs and to promote diversity, inclusion and equity across social determinant of health domains in collaboration with key administrators across state agencies, and regional, local and community partners for effective community engagement across Justice and Health Equity program areas.
- Facilitate conversations with leadership from state government and community agencies to identify, sustain, and explore new funding sources, and to develop and coordinate new initiatives.
- Establish program objectives, priorities, and benchmarks consistent with client and project goals; support contracted providers in the data collection and reporting process; develop and monitor key program indicators; analyze reports to ensure accuracy and improve outcomes.
- Develop and maintain relationships with funders, government officials, as well as corrections, parole and community stakeholders.
- Develop procedures and protocols to track and meet project deliverables.
- Provide communication support on key initiatives to key stakeholders including frontline and executive audiences.
- Ensure that all projects are proceeding according to timelines, meeting targets and expectations, and adhering to established operating parameters.
- Provide direction throughout the implementation of complex client-driven initiatives.
- Identify issues and assess project risks quickly and proactively, taking appropriate actions and sharing of information as required.
- Create and implement communications to deliver timely, fact-based communications and report on the status of key initiatives.
- Ensure projects are defined, tracked, and executed in a consistent and effective manner that will maximize project success.
- Consult with stakeholders and reviews projects to determine goals, timeframe, funding needs, and procedures for accomplishing project.
- Provide support to contracted vendors to ensure effective delivery of reentry services and seamless information-sharing with providers and DOC officials as necessary; identify concerns and propose solutions; trouble-shoot operational issue as they arise.
- Conduct best practice research in order to reach delivery of the highest quality reintegration services to the individuals in DOC care; seek expertise on developments in re-entry services to create a strategic vision to incorporate best practices from both inside and outside the Department; collect and incorporate input from incarcerated individuals to inform program delivery.
- Provide direct oversight of key strategic initiatives.
- Coordinate and attend regular vendor, provider and stakeholder operations meetings.
- Lead, influence, negotiate and work effectively with cross-functional teams.
REQUIRED QUALIFICATIONS:
- Bachelors degree in Business Administration, Health Care Administration, Public Health, Criminal Justice, or a health policy related care field, or equivalent relevant experience
5+ years of experience in corrections, social work, psychology, law, public administration, law enforcement, or a related field providing direct services to incarcerated or detained people within a correctional facility, reentry program, halfway house, community based program or related facility, at least one (1) year of which must have been in a responsible supervisory, administrative, or consultative capacity.
Relevant experience working with government entities, not-for-profit and community-based agencies.
Demonstrated experience in working with adults from diverse cultural and socioeconomic backgrounds who are or have been involved in the criminal legal system.
Excellent written and oral communication, attention to detail, and computer literacy.
Extensive experience with reentry initiatives with formerly incarcerated individuals.
Demonstrated experience working with complex organizations.
Ability to multitask on large projects with multiple deliverables.
Set clear priorities, goals and expectations and provide timely, constructive and balanced feedback in holding staff members accountable.
Participates in cross functional teams and works effectively with employees from diverse backgrounds.
Produces a consistently high volume of work that also meets quality standards.
Applies effective interpersonal and problem-solving skills when responding to clients.
