
Under the general direction of the Managing Director of Health Care Finance Solutions and Access, the Executive Director is responsible for the full spectrum of health policy and access business solutions and services serving a wide range of public and private organizations engaged in health system reform and improvement. This position requires the development and implementation of overall strategic leadership and direction for a wide range of health policy areas impacting access and health outcomes within Commonwealth Medicine.This position combines legal excellence, firsthand experience in shaping public policy, sophisticated strategy insight and deep analytic capabilities to provide uniquely valuable professional services to Commonwealth Medicine clients.
The Executive Director identifies in-state and out-of-state client engagements; ensures adequate funding and revenues for operations; recruits appropriately skilled consultants to meet the market demand. The incumbent marshals staff resources to respond to grants, competitive procurements, and other solicitations, and secures contracts; directs, coordinates and oversees consultation activities undertaken in collaboration with external and internal partners.
The Executive Director develops and implements departmental strategic plans for business growth and corresponding key performance indicators for growth and development and personnel. This position maintains robust, "trusted partner" relationships with public and private institutions, clients, and prospects.
Ensures that clients are provided with the highest standard of products or services as documented by the degree of client satisfaction and internal responsiveness to client issues or concerns
Provides or oversees the provision of expert consultation, analysis and complex project leadership for major programmatic or policy initiatives for client organizations
As a member of the CWM operational leadership team, provides active leadership and contributes to strategic planning and organizational development of CWM-wide and University -wide initiatives
Oversees major projects and long-term collaborations with other focus areas within CWM
Oversees strategic implementation of business objectives for health policy and access
Develops new business opportunities in other States, other Massachusetts agencies, both public and private
Analyzes market demand for health policy and health access expertise and develops a plan for product line development and target markets
Oversees preparation of budgets for the series of projects and manages project related contractual budgets in collaboration with Commonwealth Medicine financial staff
Oversees the intellectual design and integrity of projects and the work of staff in all phases of developing scope of work and methods.
Oversees Senior Staff who supervise project staff, associates, analysts and consultants to complete scope of work and deliverables
Identifies necessary resources to perform project work, including mobilizing and coordinating resources from across the organization; monitors work progress, including data analysis and report development, and oversees its timely completion
Performs qualitative and quantitative analyses to support attaining project team goals and objectives, trains /coaches staff.
Recruit and hire staff according to identified needs and available or prospective finances.
Directly supervises and evaluates the performance of Senior Staff and provides appropriate professional development opportunities
Fosters strong collaborations across all Commonwealth Medicine business units to ensure the products and services being proposed or provided to clients are robust
Provides strategic input and direction in health policy and evaluation projects.
Participates in Health Systems Solutions and CWM-wide business and strategic planning.
Leads business expansion planning and succession planning activities.
Participate, as appropriate, in client presentations, and client facing business development activities.
Supports professional development of senior staff and faculty.
Seeks new funding opportunities, including grant applications and contracts.
Perform related duties as required.
REQUIRED EDUCATION
MD or Ph.D. health policy, health economics, evaluation or related field,
REQUIRED WORK EXPERIENCE
At least 10 years of health policy analysis, and program evaluation related experience in health care consulting
At least 5 years of previous strong management experience and ability to delegate responsibilities to staff

Expert knowledge and experience with analysis of Medicaid, Medicare and other health claims data sets
Ability to facilitate meetings and establish productive, professional relationships with executive management, government officials, private contractors, foundations, public and private sector clients, and other funders
Demonstrated ability to interpret policy and state and federal regulations
Demonstrated experience in computer-based tools, including spreadsheets, database management, statistical analytic software packages
