POSITION SUMMARY: 

Under the general direction of the Executive Director, the Senior Director of Operations is administratively responsible for patient care delivery, operations, strategy, standards, and administrative practices throughout the entire Justice and Health Equity program. In collaboration with the Executive Director and the leadership team, the Senior Director of Operations develops a management system designed to support the fiscal accountability, to exceed or maintain productivity standards, and to achieve or exceed budgeted resource allocations. The Senior Director of Operations is responsible for all planning, operations and performance of academic and research activities associated with the Academic Consortium on Criminal Justice Health and its annual Academic Conference. The Senior Director of Operations will be responsible for providing in and out of State consulting as needed, as well as supporting the Executive Director to facilitate the development and implementation of the strategic direction for the Justice and Health Equity program; recommending and implementing strategies including performing analysis of market forces, demographic, and geographic indicators that impact the program.

The Senior Director of Operations will provide support to the Executive Director in strategic planning, financial planning, service delivery, and service integration. The Senior Director of Operations serves as a key member of the management team, leading the team as needed at the request of or in the absence of the Executive Director.

ESSENTIAL FUNCTIONS:

  • Provide general oversight and coordination of service delivery activities associated with the provision of day-to day operations of providing comprehensive healthcare services in accordance with the terms of Federal Bureau of Prisons contracts.
    • Serve as liaison to federal and state agencies and other private and public agencies.
    • Supervise staff and contractors assigned to supporting the federal correctional health programs, and coordination of clinical and ancillary services, including management of a wide-range of complex clinical issues (i.e. transplant and telemedicine services) protocols and service needs.
    • Lead the development and implementation of the program’s operational planning process, consistent with the vision, mission and values of the organization.
    • Leads the development of management systems designed to support the fiscal accountability, to exceed or maintain productivity standards, and to achieve or exceed budgeted resource allocations.
    • Develop, monitor, and analyze all labor, operating, and capital expense budgets in assigned areas and assures appropriateness of human and material resource allocations.
    • Conduct regular communication sessions with staff and management to advise and inform of organizational strategic plans, activities or changes; listen to and respond to concerns or issues relative to operational or organizational events.
    • Participate with senior management staff in policy decisions affecting the operations of services at relevant levels of senior administrative decision making within the system.
    • Promote an environment conducive to the implementation of organizational change consistent with the organizational mission, values, and strategic plan.
    • Monitor follow-up on Bureau of Prison or patient complaints and initiate action plan when appropriate.
    • Improve site performance through optimal administrative processes such as scheduling and medical records management.
    • Provide effective and timely communication to the Executive Director.
    • Promote service quality through comprehensive, reliable and accessible systems of data collection and analysis.
    • Manage day to day operations for the program’s clinical delivery system.
    • Ensure the integrity of the Umass Chan contractual relationship with the Bureau of Prisons through close coordination with BOP management.
    • Protect the ideals of the program, the well being of the patients and the interests of UMass Chan and aids in the advancement of UMMS as a leader in correctional and institutional medicine.
    • Develop protocols, policies and procedures designed to and operations management and establishes a structured system of project-focused activities and regular team meetings to ensure compliance.
    • Assure fiscal compliance with established financial targets through collaboration with Director of Business Administration.
    • Assist in program budget development and implementation.
    • Assist with the development of long range planning and specific business and operating plans, including identifying and procuring new sources of operating and capital funds.
    • Provide management supervision of assigned staff to maintain efficient work-flow and quality control of programs and facilities.
    • Lead and guide strategic directions for the Academic Consortium towards the achievement of the consortium’s mission, strategy, annual goals and objectives including the annual Academic and Health Policy Conference on Correctional Health.
    • Develop and maintain relationships with key external partners, grantors, and vendors.
    • Present information and updates to senior staff as required through formal presentations.
    • Manage staff development and training programs as necessary in areas of responsibility.
    • Perform other duties as required.

REQUIRED QUALIFICATIONS:

  • Master’s degree in a business, health/science administration, nursing, or related field, or equivalent required
  • 10+ years of related experience.
  • 7-9 years of increasingly senior management and executive positions with program administration, operations and healthcare.
  • Proven leadership development skills.
  • Proven administrative and management ability in complex environments.
  • Demonstrated performance in public policy, strategic planning, analysis and implementation.
  • Experience with the development and maintenance of infrastructure systems, including information technology, personnel and finance systems.
  • Outstanding oral and written communication skills.
  • Innovation, flexibility and creativity.
  • Demonstrated experience in working with multiple federal and state agencies.
  • Ability to travel to off-site locations.

PREFERRED QUALIFICATIONS:

  • Previous experience in correctional or other health environment
  • Nursing and/or Behavioral Health background
