The Deputy Chief Data & Informatics Officer (D-CDIO) will serve as the organization’s catalyst to achieve innovation in the area of agency-wide data, informatics, and analytics to support MassHealth’s ambitious, nation-leading policy agenda. Reporting to the Chief Data and Informatics Officer (CDIO) the D-CDIO serves as a key strategist to shape and drive the transformation of MassHealth’s core data and analytics infrastructure and systems. This position has strategic oversight of the analytic product delivery process and works closely with MassHealth leadership and the Data and Analytic Directors and Managers to deliver innovative and transformative data and analytic “products” to MassHealth. The D-CDIO will also have oversight over the enterprise data strategy and governance processes with the support of the Director of Data Integrity and Director of Data Warehouse. The D-CDIO will be responsible for the data strategy, governance, and associated systems that deliver a consolidated road-map that considers the people, processes, and technologies required to meet existing operational and evolving agency needs.
• Lead MassHealth Data Strategy, Analytic Product Delivery, and Data Governance with the objective of growing and developing analytics, standardization, accessibility, and governance capabilities throughout MassHealth.
• Work closely with and provide strategic support and alignment of Data Warehouse and Information Technology teams, with respect to implementing data strategy and driving analytic products.
• Develop and lead initiatives to bring clean, reliable data and analysis to business users through a modern business intelligence function.
• With the support of the Director of Data Integrity, provide executive level support and direction for growing enterprise data governance needs .
• Optimize how the agency uses data both internally and externally. Establish the strategic direction for and prioritize data, analytics, and reporting initiatives.
• Provide deep technical expertise in data warehousing principles and analytic methodologies. Establish industry standard data management principles and best-in-class analytic platforms.
• Serve as an authority within the agency to promote the use and optimization of industry-leading trends and new data management technologies to support ongoing and future payment reform initiatives.
• Collaborate cross-functionally to oversee data governance, adoption, and adherence to data quality and process. Partner with IT and program leadership to align on analytics, custodianship, and infrastructure, availing the most efficient insights across the agency.
• Identify new opportunities to improve the use and governance of data and analytics throughout MassHealth.
• Manage the lifecycle of data and information to meet business needs and regulatory standards.
• Support organizational ISA and APD budget management functions
REQUIRED EDUCATION
Bachelor’s and/or advanced degree in Computer Science, Data Science, Engineering, Mathematics, Statistics, Machine Learning, Informatics, Information Systems, or other related fields.
Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least four (4) years must have been in a managerial capacity.
REQUIRED WORK EXPERIENCE
7-9 years of leadership experience in advanced analytics, data management, data science, and/or data infrastructure.
5-7 years of multi-layered management experience.
Expertise in architectural considerations and commercially available approaches to software and technology for enterprise data warehouse, data lakes, and business intelligence.
In-depth knowledge of data strategy, analytic product development and data governance:
Experience within a highly matrixed organization while focusing on the realization of key strategic objectives; ability to have an impact without direct line reporting.
Experience working in or with government agencies.
Experience overseeing a Data Warehouse Management or IT unit.
Ability to translate and explain complex models and health care analytics to senior management, segment leaders, and external stakeholders.
Advanced knowledge and experience with best in class data management tools and data strategy design.
Deep knowledge of the use of descriptive and predictive analytics in driving organizational performance improvement.
Strong understanding of the mechanics of data structures, on- prem vs cloud data management strategies.
Extensive vendor management experience: procurement, contracting/negotiating, task order/deliverables management, etc.
Knowledge of health care plans, products, policies, and procedures, including Medicaid.
Ability to convert business strategy into action oriented objectives and measurable results.
Ability to develop and manage a budget.
