GENERAL SUMMARY OF POSITION:

Under the general direction of the Specialty Programs Unit Sr. Manager or designee, the Manager, Specialty Programs is responsible and accountable for the revenue and cost savings projections and collections within their assigned areas, and assists with the development and implementation of programs, projects, and contracts with state agencies; both in and out of state.

 

MAJOR RESPONSIBILITIES:

  • Direct and manage revenue and cost savings programs and projects by monitoring progress and analyzing data and reports.
  • Oversee and manage activities of assigned unit.
  • Closely monitor the revenue activities in the assigned unit to ensure the regular status of revenues and cost savings and report on the potential risks for shortfalls or potential gains.
  • Perform supervisory functions of hiring, corrective action and employee performance evaluation.
  • Evaluate and assist in implementing change to increase the efficiency of operations by reviewing reports and information from staffing.
  • Participate in program and project forecasting and financial analysis.
  • Coordinate and implement new products and projects.
  • Participate in developing proposal responses by providing documentation and analysis.
  • Perform complex analysis in support of projects in and out of state.
  • Make recommendations for priorities and program implementations.
  • Make recommendations for improvements to program operations.
  • Develop and implement policy and procedure standards in regards to program monitoring and evaluation.
  • Provide on the job training and orientation for employees.
  • Develop and implement procedures and guidelines to accomplish project objectives and goals.
  • Review and analyze data concerning assigned projects in order to determine progress and effectiveness and make recommendations for changes in procedures.
  • Respond to inquiries from EOHHS staff and others concerning assigned projects.
  • Perform related duties such as attending staff meetings, maintaining records, preparing reports for revenue and cost savings programs and projects, and assisting in the preparation of client and staff presentations.
  • Interact and represent the department on a professional level with EOHHS and other government agencies.
  • Communicate with client as required concerning status of their projects.
  • Work individually as well as being a team member.
  • Work internally and externally to resolve discrepancies for projects.
  • Perform other duties as required.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree or equivalent
  • 3-5 years of experience in a business related field or other related experience
  • Preferred knowledge of State and Federal regulations as they apply to public assistance programs
  • Demonstrated experience in computer based tools including spreadsheets and word processing
  • Knowledge of accounting principles, budgeting, and computer reporting preparation
  • Demonstrated project management skills

REQUIRED EDUCATION

Bachelor's Level Degree in Finance, Public Administration, Business or a related field or equivalent

REQUIRED WORK EXPERIENCE

5-7 years of experience in business related field, fiscal management, finance, or public administration

Proven skills in financial management or operational management

Thorough knowledge of funding and revenue sources for health and human service programs

Thorough knowledge of the federal and Massachusetts state regulations as they relate to Third Party Recovery, including Estate and Casualty Recovery

Experience with contract development and management

Strong management and leadership skills

Demonstrated experience in computer based tools including spreadsheets and word processing

PREFERRED EDUCATION

Paralegal Certificate

PREFERRED WORK EXPERIENCE

Experience with MassHealth Eligibility, Health Insurance Identification, Benefit Coordination and Recovery activities as it relates to Medicaid programs.

Working knowledge of cost saving and revenue activities related to health care benefit programs.

Familiarity and MassHealth eligibility and claim processing systems.

Demonstrated experience with project management concepts, methods and tools such as Microsoft SharePoint or JIRA

Proficient in Microsoft Office suite (Word/Excel/Access/PowerPoint)

Strong oral and written communication skills
