POSITION SUMMARY:

Under the general direction of the Environmental Health & Safety (EH&S) Director of Occupational Safety and Environment of Care (OSEC), EH&S Sr. Director or designee, this EH&S Manger is responsible for the development, management, and implementation of the EH&S programs for UMass Medical School and/or UMass Memorial Medical Center Hospital based safety programs at their main and offsite campuses. This position is responsible for providing technical guidance, operational program management and personnel management within the Emergency Management, Construction & General Safety Unit within the EH&S Department.

The EH&S Emergency Management, Construction & General Safety Manager will implement and maintain a proactive and comprehensive process for identifying and effectively managing physical and behavior-based hazards to people, property, and the environment. Programs under the Emergency Management, Construction & General Safety Unit include implementation and maintenance of the Medical School’s comprehensive Emergency Management and Continuity of Operations Plans, construction safety management and general safety management. The EH&S Emergency Management, Construction & General Safety Manager provides support and guidance to the other units within the EH&S Department.

The EH&S Manager is responsible for maintaining the organizations’ compliance with existing and developing standards and regulations issued by federal, state, municipal agencies and non-governmental and accreditation agencies. This includes OSHA, Mass DLS, EPA, DEA, DOT, TJC, NFPA, NIOSH, ANSI, CDC, Mass DOS, Mass DEP, Mass DPH, Worcester FD, and Worcester HD for the Medical School, as well as some Joint Commission Environment of Care compliance for UMass Memorial Medical Center and its licensed off-site facilities.

MAJOR RESPONSIBILITIES:

• Develop, Implement, Maintain and Manage the Medical School’s comprehensive Emergency Management and Continuity of Operations Plan (Business Resumption Plans), including policies and procedures for managing major emergencies and disasters; developing incident action plans and activating the emergency operations center (EOC) for known drills or planned activations (i.e. commencement or other major planned events on campus); integrating roles and responsibilities across the campus functional areas; developing and implementing associated training related to emergency management; coordinating program implementation and management with department and unit managers to ensure operational effectiveness, coordinating the risk management activities associated with the preparation and implementation of Emergency Management, Business Continuity, and Business Resumption plans, evaluating key indicators to determine potential business impacts to UMass Medical School, and conducting appropriate exercises to evaluate these plans.
  • Develops and administers the implementation of programs to educate and raise awareness of Medical School personnel on Emergency Management and Business Continuity issues, guidelines, and procedures. Teaches/trains personnel and the Emergency Operation Team on NIMS, ICS and the Emergency Management Plan.
  • Devises and performs table top and functional exercises for UMMS. Coordinates and collaborates with other UMass campuses and UMMMC.
  • Facilitates the UMMS Emergency Management Committee providing needed direction, planning and guidance.
  • Performs information gathering and vulnerability analysis of man-made and natural hazards. Completes an EM risk assessment/risk management and hazard vulnerability analysis to identify and provide a gap analysis. Assess potential risks that could hinder our defined mission and prevent us from reaching our goals. Identify the likelihood and significance of each risk and what steps need to be in place to either eliminate or minimize the risk to an acceptable level.
  • Facilitates Continuity of Operations / Business Resumption Planning. Emphasis is on technology-related risk control. Ensure I.T. developed business resumption plans for the most critical business operations and data systems. Ensure that I.T. maintains the process for keeping the inventory of business operations and I.T. systems and applications current and ranked for criticality. Ensure that functional areas utilizing these critical applications have BC/BR plans. The plans are reviewed and tested yearly, and department staff is trained on them.
• Ensure that training is available for application administrators in the areas of risk assessment, analysis and management, and BRP development.
• Ensure that annual risk analysis and BRP tests are performed by application administrators for all critical or impacting data systems.
• Compile and review the results of risk analyses and BRP tests performed by application administrators to ensure that the proper and appropriate controls have been implemented.
• Audit department specific planning. Create standardized business resumption and emergency management templates that will allow for coordinated planning and a central repository of information.
• Directs and coordinates system-wide emergency communication plans and oversees the Emergency Notification systems in conjunction with Information Systems.

• Develop, implement, maintain and manage the Medical School’s general and life safety programs, including
  • Coordinating, running and evaluating fire drills on an annual basis
  • Managing the AED program by ensuring AEDs are strategically located and replenished as needed
  • Managing the Stop the Bleed Program by ensuring supplies are strategically located and replenished as needed
  • Ensuring compliance with OSHA standards for Facilities, Maintenance and Power Plant
• Develop, Implement, Maintain and Manage the Medical School and Medical Center Construction Safety program for EH&S, including working with project managers on construction projects as needed, representing EH&S at construction project meetings, conducting construction site walkthroughs
  • Review pre-construction infection control risk assessments for capital and facility related projects
  • Participating in construction related planning meetings
  • Conduct walk throughs and audits of construction sites for safety
  • Provide general construction safety and general OSHA standards compliance recommendations for projects.

• Develops and implements applicable environmental health and safety policies, procedures, guidelines, SOPs and training for the Medical Center, Medical School and EH&S Department.
• Interacts with regulatory auditors, inspectors and surveyors, managing the investigation of the alleged hazard.
• Ability to interpret, implement and comply with federal, state and local regulations and agencies
• Provides technical support, guidance and training for Emergency Management programs
• Interfaces with local, state, federal agencies such as MEMA and FEMA and with counterparts at other universities to identify and implement best practices for similar processes.
• Responds to urgent and emergent calls, including as a member of the EH&S off hour, night, weekend and holiday on-call system.
• Performs other applicable duties as required.

REQUIRED QUALIFICATIONS: 

• Bachelor’s degree in emergency management, public safety, safety, chemistry, environmental health and safety, a related field, or equivalent job experience
• Minimum of seven (7) years of relevant job experience in emergency management, FEMA and continuity of operations (COOP) planning, or emergency preparedness risk management.
• Previous managerial or supervisory experience.
• Required training or certifications in NIMS (NIMS700) and/or FEMA courses in emergency preparedness; and certifications in Incident Command System for ICS200.
• Valid driver’s license and dependable transportation.
• Thorough knowledge of all pertinent Federal, State and local laws, regulations, etc. as they pertain to Emergency Management.
• Certified or become certified within six months of hire as a 40 Hour Emergency Chemical Responder (HazWoper)
• Comprehensive working knowledge of applicable regulations such as OSHA, EPA, JC, NFPA, NIOSH, FEMA, MEMA, Mass DOS, Mass DEP, Mass DPH, Worcester FD, and Worcester HD.
• Ability to prioritize multiple tasks and manage time effectively to complete assigned projects and tasks. Analytical skills include evaluating and developing alternatives to address problems and issues.
• Ability to evaluate worksites for potential hazards, conducts necessary monitoring, write reports and relate information clearly and effectively.
• Ability to work with technical monitoring equipment, applying principals of laboratory safety, Biosafety, and environmental compliance in a hospital setting, and working with regulations governing the use and disposal of hazardous substances.
• Proficient and competent with all Microsoft Office software and database applications. Experience with EM or BC COOP data bases desirable.
• Demonstrated oral and written communication skills. Proficient in writing reports and trending data. Demonstrated ability to develop and deliver safety training sessions.
• Effective interacting with people.
• Physically capable of wearing personal protective equipment, including a full-face respirator or comparable protection.
• Physical condition must allow for considerable walking and lifting of 25 pounds.
• Possess aptitude and willingness to safely handle chemical wastes and hazardous chemicals with appropriate equipment.

PREFERRED QUALIFICATIONS:

• Certified Emergency Manager (CEM)
• Certified or Master Business Continuity Professional (CBCP or MBCP)
• Knowledge of and experience with Joint Commission Environment of Care standards.
• Previous similar experience working with a healthcare/hospital facility, or an academic institution such as a university or college.
