POSITION SUMMARY:
Under the general direction of the Environmental Health & Safety Director of Occupational Safety and Environment of Care (OSEC), EH&S Sr. Director or designee, the Environmental Health and Safety (EH&S) Manger is responsible for the development, management, and implementation of the EH&S programs for UMass Medical School and UMass Memorial Medical Center Hospital based safety programs at their main and offsite campuses. This position is responsible for providing technical guidance, operational program management and personnel management within the Occupational Safety and Environment of Care Unit within the EH&S Department.

The EH&S OSEC Manager will implement and maintain a proactive and comprehensive process for identifying and effectively managing physical and behavior-based hazards to people, property, and the environment. Programs under the OSEC Unit include respiratory fit testing, indoor air/environmental quality, accident/incident/occurrence investigations, ergonomics, risk/ligature risk assessments, hazard surveillance audits, construction safety, industrial hygiene exposure monitoring, asbestos management, lead management, hazard communication, hazardous chemical and pharmaceutical materials and waste management, hazard communication, spill response, fire drills, Joint Commission Safety and/or Hazardous Materials & Waste Management compliance, and general OSHA standards compliance. In addition to supporting the other units within the EH&S Department as a whole, this EH&S Manager works closely with, and supports the other EH&S OSEC Manager daily.

The EH&S Manager is responsible for maintaining the organizations’ compliance with existing and developing standards and regulations issued by federal, state, municipal agencies and non-governmental and accreditation agencies. This includes Joint Commission Environment of Care compliance for UMass Memorial Medical Center and its licensed off-site facilities, as well as OSHA, Mass DLS, EPA, DEA, DOT, TJC, NFPA, NIOSH, ANSI, CDC, Mass DOS, Mass DEP, Mass DPH, Worcester FD, and Worcester HD for both the Medical School and Medical Center.

MAJOR RESPONSIBILITIES:

• Develop, Implement, Maintain and Manage:
  • The respiratory protection and fit testing program (N95 respirators, half-face elastomeric respirators, full-face elastomeric respirators and powered air purifying respirators) for the Medical School and Medical Center, including identifying appropriate respiratory protection, providing qualitative and quantitative fit tests, and recommending appropriate respiratory protection PPE.
  • The ongoing Medical Center hazard surveillance survey/inspection program in accordance with The Joint Commission and other applicable standards and regulations.
  • The indoor environmental quality program, including developing air quality investigation plans, conducting air and surface sampling and monitoring, calibrating air monitoring equipment, and providing reports on findings with recommended actions.
  • The Medical School and Medical Center occurrence, injury and accident investigation program, including the preparation of reports on findings and making appropriate recommendations for improvement.
  • The Medical School and Medical Center ergonomics and injury prevention/safe patient handling program making appropriate recommendations to reduce risk including job task and work site design and ensuring compliance with the biennial CAP ergonomic reviews. Activities are related, but not limited to the seated workstation, materials handling, safe patient handling and laboratory ergonomics.
  • The Medical Center focused risk assessment and annual proactive risk assessment program to identify and reduce the risk to individuals, units and the organization and develop risk reduction plans as required.
  • The Medical Center and Medical School industrial hygiene exposure monitoring program, including development of a sampling strategy, conducting task evaluations to determine need for sampling, conducting personal and area sampling using passive and aggressive processes, maintaining monitoring equipment and badges, and providing reports on findings with recommended actions.
  • The Medical Center chemical and pharmaceutical waste program, including working with hazardous wastes, conducting daily/weekly chemical waste pick-ups, providing training on proper disposal procedures, conducting Satellite Accumulation Area inspections, bulking waste into drums, segregating incompatible waste, neutralizing chemicals as necessary, ensuring proper container labeling, marking, handling and shipping, oversee lab packing and removal operations, recycling wastes, and promoting waste reduction, waste minimization and toxic use reduction.
  • The Medical Center and Medical School asbestos management program, including working with project managers on construction projects as needed, taking samples (or managing a vendor to do so if there are no certified asbestos inspectors on staff), and tracking of waste manifests.
  • The Medical Center hazard communication program, including annually updating chemical inventories, providing annual training on the program, providing guidance on new chemicals coming into the organization, recommending appropriate engineering controls, administrative controls and/or PPE based off safety data sheets, and maintaining the Medical Center’s online safety data sheet database.
  • The Medical Center fire safety and drill program, including coordinating, running and evaluating fire drills on a quarterly and annual basis for all shifts.
  • The Medical Center chemical spill response program including responding to spills or releases both internally or outside buildings, and reporting to appropriate authorities, both in-house and regulatory
• Responsible for compliance with Joint Commission Environment of Care General Safety and/or Hazardous Materials and Waste compliance.
• Participates in, Provides Reports to, and is an Active Member of:
  • The Medical Center Ligature Risk Assessment Committee, including conducting ligature risk assessments.
  • The Medical Center Environment of Care Committee
  • The Medical Center Joint Commission Intracycle Monitoring Committee
  • The Medical Center Regulatory Affairs Value Analysis Committee
  • The Medical Center Safe Patient Handling Committee
  • The Medical Center and Medical School Emergency Preparedness Committees & Command Center Activations
• Participate in the Medical Center construction program by reviewing pre-construction infection control risk assessments for capital and facility related projects, participating in construction related planning meetings, walking through and auditing construction sites for safety, and providing general construction safety and general OSHA standards compliance recommendations for projects.
• Develops and implements applicable environmental health and safety policies, procedures, guidelines, SOPs and training for the Medical Center, Medical School and EH&S Department.
• Interacts with regulatory auditors, inspectors and surveyors, managing the investigation of the alleged hazard.
• Ability to interpret, implement and comply with federal, state and local regulations and agencies
• Provides technical support, guidance and training in regulatory compliance for all areas of the Medical School and Medical Center relative to EH&S policies and procedures, and applicable regulations, permits, codes, and standards, including those of EPA, DPH, DOT, OSHA, DEP, Worcester Fire Department, NIOSH, ANSI, CDC, NFPA and The Joint Commission. Advises/supports various committees to develop and review policies and procedures.
• Responds to urgent and emergent calls, including as a member of the EH&S off hour, night, weekend and holiday on-call system.
• Performs other applicable duties as required.

REQUIRED QUALIFICATIONS: 

• Bachelor’s degree in safety, chemistry, biology, environmental health and safety, environmental engineering, environmental science, emergency management, a related field, or equivalent job experience
• Minimum of seven (7) years of relevant job experience.
• Previous managerial or supervisory experience.
• Valid driver’s license and dependable transportation.
• Certified or become certified within six months of hire as a 40 Hour Emergency Chemical Responder (HazWoper)
• Comprehensive working knowledge of applicable regulations such as OSHA, EPA, JC, NFPA, NIOSH, FEMA, MEMA, Mass DOS, Mass DEP, Mass DPH, Worcester FD, and Worcester HD.
• Ability to prioritize multiple tasks and manage time effectively to complete assigned projects and tasks. Analytical skills include evaluating and developing alternatives to address problems and issues.
• Ability to evaluate worksites for potential hazards, conducts necessary monitoring, write reports and relate information clearly and effectively.
• Ability to work with technical monitoring equipment, applying principals of laboratory safety, Biosafety, and environmental compliance in a hospital setting, and working with regulations governing the use and disposal of hazardous substances.
• Proficient and competent with all Microsoft Office software and database applications.
• Demonstrated oral and written communication skills. Proficient in writing reports and trending data. Demonstrated ability to develop and deliver safety training sessions.
• Effective interacting with people.
• Physically capable of wearing personal protective equipment, including a full-face respirator or comparable protection.
• Physical condition must allow for considerable walking and lifting of 25 pounds.
• Possess aptitude and willingness to safely handle chemical wastes and hazardous chemicals with appropriate equipment.

PREFERRED QUALIFICATIONS:

• Certified Industrial Hygienist (CIH)
• Certified Safety Professional (CSP)
• Knowledge of and experience with Joint Commission Environment of Care standards.
• Previous similar experience working with a healthcare/hospital facility, or an academic institution such as a university or college.
• Previous managerial or supervisory experience
