GENERAL SUMMARY OF POSITION:
Under the general direction of the Faculty Supervisor, the Tobacco Cessation Program Manager will provide leadership, direction and coordination of cessation activities within the Department/Program’s management and needs. Activities will include the management of QuitWorks, a large-scale statewide referral program of the Massachusetts Smokers Helpline, and the integration of this program and tobacco treatment into health care delivery systems and other venues within the state of Massachusetts.
MAJOR RESPONSIBILITIES:
- Lead strategic planning efforts for both short and long-term program planning, including setting program scope, direction and goals for tobacco treatment initiatives.
- Convene and manage monthly workgroup meetings with staff, vendors and contractors to provide direction to research team and ensure all deliverables are being met.
- Develop and manage partnerships with health plans, managed care organizations, professional societies, and/or to enhance the capacity to integrate tobacco interventions into various service delivery models
- Build and support strategic alliances with university, agencies and others as indicated to grow and strengthen tobacco interventions in a variety of delivery systems
- Provide technical assistance and detailing to health care practices and institutions to design and implement workflow service delivery models within their settings to deliver tobacco interventions.
- May develop workflow models that are consistent with current requirements performance measures for tobacco
- Direct and oversee all activities related to outreach and detailing in practices and institutions, including direct supervision of staff responsible for these activities
- Educate and provide technical assistance to institutions and practices regarding HIT/Meaningful Use requirements and measures related to tobacco
- Maintain knowledge of current and developing trends in health care reform and payment systems to inform program promotion and integration
- Develop and oversee the promotional strategy and activities designed to reach target market segments as outlined in the strategic plan and goals
- Contract with and supervise the activities of vendors and consultants to provide necessary support for the QuitWorks program and/or promotional strategies, program recognition, newsletter publication, and strategic planning
- Participate in the review of data for ongoing evaluation of program goals and strategies
- Design and deliver presentations to organizational decision makers, clinicians and staff
- Collaborate with other staff on related projects as needed
- Responsible for managing contract budget as needed
- Serve as a liaison to state and hospital sponsored substance abuse groups including state quitlines and smoking cessation advocates.
- Lead panel of “smoker experts” and train staff on Tobacco Treatment techniques.
- Contribute substance abuse expertise in development and writing of grants, papers and presentations
- Perform other duties as required.
REQUIRED QUALIFICATIONS:
- Master’s degree in Public Health, a related degree, or equivalent experience
- 5 years of related experience, including strategic planning and program development and management in the public health area or within a health care facility
- Project management and director skills
- Knowledge of tobacco treatment programs and the design and delivery of training programs, contract management
- 3 years of supervisory experience
- Excellent ability to communicate clearly and effectively in both oral and written communications, including but not limited to grants, presentation, reports, memoranda, and correspondence
- Excellent management, organizational, communication, problem solving, and analytical skills
- Proven ability to lead and motivate teams including direct coaching and performance management in a leadership role
- Ability to manage projects within established timeframes
- Proven ability to work in complex environments
- Ability to travel to off-site locations
PREFERRED QUALIFICATIONS:
- Completed Tobacco Treatment Specialist (TTS) training through an accredited TTS training program
- Holds TTS Certification through an individual training program or a national program such as NAADAC’s National Certificate in Tobacco Treatment Planning
- Experience in identifying and promoting system changes to increase tobacco dependence treatment in health care sites
- Experience working with healthcare systems to improve tobacco-related quality measures
- Experience with conducting trainings for healthcare professionals in implementing tobacco dependence treatment interventions
- Understanding of available tobacco treatment resources in Massachusetts
- Proficient in using Microsoft Office Professional products
- Experience in creating health education and/or marketing materials related to tobacco use dependency and treatment, including materials for individuals who use tobacco, youth, health care systems, and health care professionals
- Experience in hosting virtual trainings, meetings, and webinars
