POSITION SUMMARY:

 

The Chief Data & Informatics Officer - MHE will serve as the organization’s catalyst to achieve innovation in the area of agency-wide data, informatics, and analytics. Oversee a 40-person data and analytics organization and serves as the key strategist to shape and drive the transformation of MassHealth’s core data and analytics infrastructure and systems. Provides strategic oversight of the Data Warehouse team and works closely with MassHealth leadership and the EOHHS Secretariat Chief Information Officer on various infrastructure elements necessary to implement data and analytics strategies.

This position is aligned with the agency’s commitment to proactively and innovatively address challenges and opportunities posed by changing market forces, regulatory environment, member needs, and value-based care financing and delivery. The Chief Data & Informatics Officer - MHE will be charged with providing technical and strategic expertise in the transformation of the current infrastructure to produce facile, impactful, and actionable data insights; all as a means to improve the health of MassHealth members and lower the cost of healthcare.

The role will be a member of the MassHealth Executive Management Team and will receive functional and day-to-day supervision from MassHealth’s Chief Accountable Care, Analytics and Systems Officer; simultaneously, it will be employed by Commonwealth Medicine and will report to the Commonwealth Medicine Entity Information Officer. The Commonwealth Medicine Entity Information Officer will serve as a technical advisor and oversee all other reporting aspects including strategy, technology, coaching, mentoring as well as benefits and other employment related matters.

ESSENTIAL FUNCTIONS:

  • Leads MassHealth Analytics (25 FTEs), Data Integrity (7 FTEs), Business System Integration (5 FTEs) and Data Strategy (2 FTEs) departments to grow and develop analytics, standardization, accessibility, and governance capabilities.
  • Partners closely with and provides strategic oversight of Data Warehouse (50+ FTEs) and Information Technology (140 FTEs) teams, with respect to implementing data strategy.
  • Optimizes how the agency uses data both internally and externally. Establishes the strategic direction for and prioritize data, analytics, and reporting initiatives.
  • Develops and leads initiatives to bring clean, reliable data and analysis to business users through a modern business intelligence function.
  • Provides direction to management across the data and analytics organization, including performance management oversight and employee development.
  • Establishes industry standard data management principles and best-in-class analytic platforms.
  • Serves as an authority within the agency to promote the use and optimization of industry-leading trends and new data management technologies to support ongoing and future payment reform initiatives.
  • Collaborates cross-functionally to oversee data governance, adoption, and adherence to data quality and process. Partners with IT and program leadership to align on analytics, custodianship, and infrastructure, availing the most efficient insights across the agency.
  • Identifies new opportunities to improve the use and governance of data and analytics throughout MassHealth.
  • Manages the lifecycle of data and information to meet business needs and regulatory standards.
  • Oversees the budget and overall performance metrics for functions.

REQUIRED QUALIFICATIONS

  • Bachelor’s Degree and/or advanced degree in Computer Science, Data Science, Engineering, Mathematics, Statistics, Machine Learning, Informatics, Information Systems, or other related fields.
  • 10+ years of leadership experience in advanced analytics, data management, data science, and/or data infrastructure.
  • 10+ years of multi-layered management experience.
  • Expertise in architectural considerations and commercially available approaches to software and technology for enterprise data warehouse, data lakes, and business intelligence.
  • In-depth knowledge of healthcare claims data and its application in data analysis and reporting.
  • Capable of working on the full range of data strategy, governance, and systems to create a consolidated roadmap that considers the people, processes, and technologies required to meet existing operational and evolving agency needs.
  • Highly collaborative, transparent, and oriented toward excellence in oneself and one’s teammates.

PREFERRED QUALIFICATIONS:

  • Experience with Medicaid and/or public payer alternative payment and financial models.
  • Working within a highly matrixed organization while focusing on the realization of key strategic objectives; ability to have an impact without direct line reporting.
  • Background working in or with government agencies and overseeing Data Warehouse or IT unit.
  • Expertise in healthcare cost, quality, and utilization analysis.
  • Ability to translate and explain complex models and health care analytics to senior management, segment leaders, and external stakeholders.
  • Advanced knowledge and experience with best in class data management tools and data strategy design.
  • Deep knowledge of analytics in driving health plan, provider, or other health care entity performance improvement.
  • Experience in healthcare policy, health economics, research or reimbursement.
  • Strong understanding of the mechanics of data structures, provider reimbursement and pricing methodologies, use of administrative claims data, and risk/gain-share payment models.
  • Understanding of provider contracting vehicles ranging from fee for service, bundled payments, DRG, ACG, capitation and risk sharing.
  • Extensive vendor management experience: procurement, contracting/negotiating, task order/deliverables management, etc.
  • Knowledge of industry standards of payment and medical policy, hospital and physician reimbursement methodologies and health care plans, products, policies, and procedures, including Medicaid.
  • Ability to convert business strategy into action-oriented objectives and measurable results.
  • Ability to develop and manage a budget.
