POSITION SUMMARY:

Under the general direction of the Executive Vice Chancellor (EVC), Commonwealth Medicine (CWM), the Executive Director (ED), Nursing Council on Workforce Sustainability (NCWS) for CWM is responsible for the overall operation of the NCWS as outlined by the Executive Office of Health and Human Services interagency services agreement on the nursing workforce collaborative. The ED will responsible for carrying out the strategic priorities for the NCWS as outlined by the state’s Workforce Collaborative. Those priorities include addressing 6 key priorities: Expansion of the role of the centralized clinical placement system to catalyze an increase in number/types of clinical placements; Improve the nursing faculty pipeline by enhancing professional development, optimizing requirements and improving the CCP’s faculty availability platform; Increase student pipeline by improving transfer pathways/articulation agreements and growing pathway programs; maximize use of state data sets on nursing workforce (e.g. DPH, BORN) and report on workforce needs; build statewide nursing workforce capacity (e.g. promote regional collaboration increase diversity of workforce, envision future models of care that reflects shift to community based delivery); apply for grants and pursue other funding mechanisms to endure sustainability of council’s activities.

The range of duties attendant to this senior-level executive position will span from internal management and operations to external business development and relationship-building. The ideal candidate will leverage a large professional network, as well as outstanding interpersonal and leadership skills, to develop and sustain productive working relationships with key stakeholders and clients, including, but not limited to: the federal government; the Commonwealth of Massachusetts and other public sector partners; clinical systems and hospitals; higher educational institutions, outpatient and community-based health centers; trade associations and professional groups; consulting firms; and other health care entities. The ED holds ultimate responsibility for the day-to-day operational running of the state’s Nursing Council on Workforce Sustainability.

ESSENTIAL FUNCTIONS:

 

  • Convene stakeholders on a regular basis, including hosting regular meetings of both the council and the council’s advisory board. The ED will also represent Massachusetts in national meetings of state nursing centers.
  • Participates in an annual (or Bi-annual) strategic planning exercise to prioritize activities.
  • Hire and manage a team of staff as indicated by scope of work.
  • Leverage existing CWM resources for ancillary functions when possible.
  • Provide day-to-day oversight of council activities.
  • Merge the Department of Higher Education’s Centralized Clinical Placement capacity with the NCWS’s work
  • Identify and secure outside funding for the Center’s agenda and activities by pursuing grants and other sources of funding.
  • Manage budget and track operating expenses, including required financial reporting.
  • Disseminate relevant nursing information, priorities, and initiatives across the state via presentations, reports, etc.
  • Create and sustain superb relationships within and outside the organization that develop long term engagement and partnership.
  • Contribute to a coordinated communications program that effectively articulates the council’s unique mission, vision, value and strategic goals to internal and external audiences and facilitates dialogue and decision-making among and between stakeholders.
  • Identify necessary resources to perform project work, including mobilizing and coordinating resources from both CWM and other sources and oversees timely completion of work.
  • Delivers presentations of project results state agency officials and staff as well as statewide, regional and national audiences; disseminates results through reports and academic publications.
  • Perform other duties and responsibilities as required.

REQUIRED QUALIFICATIONS:

  • Registered nurse licensed in the state of Massachusetts, or eligibility for state licensure.
  • Master’s degree in related field (MS, MSN, MPA, MBA or MPH).
  • Ten years of experience, or equivalent, in executive nursing practice, that includes progressive and proven success in, matrixed and diverse organizations, and allocating resources and capital to achieve strategic, operational and financial goals.
  • Strong commitment to the role and work of nursing and able to articulate the importance of this work with confidence and credibility.
  • Strong business and analytical skills with the demonstrated ability to establish a business plan, develop and effectively manage budgets, motivate staff and manage resources.
  • Contemporary leadership expertise, knowledge of emerging models of nursing care, and research/initiatives for improving nursing practice, safety, quality and patient outcomes (and health of populations / health of communities).
  • Demonstrated expertise and experience in all aspects of operations, including human resources, finance, information technology, client and stakeholder relationship management.
  • A coalition builder with proven ability to engage others and establish strong collaborative relationships.
  • Knowledge of health care workforce challenges, opportunities, and trends impacting the delivery of nursing care across the health care continuum.
  • Well-developed financial, operational, and technical skills, together with proven expertise in strategy, organizational design, and innovation.
  • Superb communication and presentation skills, both oral and written, to interact with constituents and to produce reports suitable for both a public and private sector audience.
  • Flexibility, attention to detail, good follow through, ability to manage multiple projects and select priorities among competing demands.
  • Ability to exercise sound judgment and negotiate with diplomacy and tact.
  • Proficient IT skills and knowledge of Microsoft office.

PREFERRED QUALIFICATIONS:

  • Doctoral education is preferred.
  • Prior experience working at the state or national level on legislative issues is desirable.
