GENERAL SUMMARY OF POSITION: 

Under the supervision of the ACIO – Engineering the Manager, IT Engagement Management will be IT’s organizational key stakeholder responsible for supporting the successful implementation of a portfolio of key information technology solutions at the UMass Medical School. S/he will work with both internal IT and outside clients to set appropriate expectations regarding delivery timeline and costs. The Manager, IT Engagement Management will be well versed in several methodologies in order to ensure a projects’ adherence to Agile, rapid application implementation and UMMS’s scrum framework guidelines, with the goal of ensuring quality deliverables that achieve customer satisfaction. S/he will lead a team of project managers, product owners and similar roles in the delivery of critical projects. S/he will help chart the course for effective communication, collaboration and project delivery using existing process techniques and metrics as well as by establishing additional best practice as needed. The overall responsibility of this position is to ensure that products/projects within the portfolio are successfully communicated, implemented and rolled out to our constituencies.

As a member of an exciting and dedicated management team, the Manager, IT Engagement Management will be IT’s key organizational stakeholder responsible for supporting the successful implementation of a portfolio of critical information technology solutions at the UMass Medical School. You will work with the dynamic IT team as well as a variety of internal and external customers to set appropriate expectations regarding product delivery. As a member of this team your expertise in several project methodologies will help the team ensure a goal of quality deliverables that achieve customer satisfaction and further the mission of the University and Commonwealth Medicine. You will engage a team of project managers, product owners and similar roles in defining the right approach to project delivery based upon the sometimes-unique demands of varying products lines. You will help chart the course for effective communication, cross team collaboration and use KPIs and SLA metrics to define success. MAJOR RESPONSIBILITIES:

  • Manage a portfolio of software development, infrastructure, or security technology processes at a fast pace while following best practices and interact with a variety of internal to IT and external clients on strategic, high-impact, highly visible projects.
  • Expert in the use of the PM tools (estimating, financial tracking, risk management, project scheduling, TFS etc.), adjusting the tools as required to manage a projects/program/portfolios effectively as well as communicate progress across all of UMMS IT and key business stakeholders.
  • Manage a staff of project managers and potentially business systems analyst, leading them in the use of PM tools and guiding them in the management of multiple concurrent projects in an IT portfolio.
  • Build a project management practice for inter IT departmental projects as well as client focus projects that are outside the scrum teams.
  • Successfully manage client deliverables, inclusive of managing 3rd party vendors as required. S/he manages complex projects with multiple dependencies. Projects include multiple vendors and teams comprised of client, vendor, and UMMS IT team members.
  • Is proficient and highly conversant in multiple technology delivery methodologies including waterfall, rapid application development and scrum and can seamlessly switch context and define key UMMS deliverables necessary for each methodology executed.
  • Work effectively within various levels of the organization tolead a project team throughout the Project’s Implementation Life Cycle and be responsible for tracking project/product/program interdependencies, milestones and deliverables to ensure timely and successful implementation and rollout.
  • Build subject matter expertise in the various departmental areas within IT in order to lead projects that integrate multiple areas.
  • Demonstrates competence in time management for self and team (sets goals, prioritizes tasks, updates schedules etc.) to ensure success. S/he skillfully manages conflict with stakeholders/client/vendors and collaborates with key stakeholders and IT team members to build consensus. As project leader, s/he identifies and solves problems before issues escalate and develops creative solutions.
  • S/he demonstrates the ability to perform risk analysis, issue management, quality assurance and thorough status reporting. Collaborate with team members in project effort analysis. As necessary, control and monitor project financials and putting corrective actions in place to realign, if necessary
  • Manage project quality to ensure customer expectations are fulfilled through the delivery of project objectives. Manage client expectations across multiple constituencies for timely review and approval of change orders as necessary.

REQUIRED QUALIFICATIONS:

  • Bachelor's degree in Computer Science, Engineering, or a related field.
  • 6 years’ experience working in program/project management.
  • Excellent written and oral communication skills who can easily tailor message and communication style based on the defined audience.
  • At least 3 years’ experience managing technology projects of increasing size and complexity, preferably within a matrix-based IT environment.
  • Demonstrated ability to keep composure in high stress situations.
  • Highly organized and detail oriented with a demonstrated ability to influence others in these areas.
  • Demonstrated excellence in interpersonal skills, especially in situations involving consensus and team building with strong problem-solving skills
  • Requisite level of computer skills to execute the job function effectively
  • At least 3 years prior experience working with technology teams in the implementation of infrastructure, security and engineering enterprise product software.
  • Demonstrated experience working in an Agile/Scrum framework, Waterfall or Rapid Application Development lifecycle.
  • Solid interpersonal skills, with ability to work well with people of all levels of information technology expertise and comfort in varied organizational relationships.

PREFERRED QUALIFICATIONS:

  • Is proficient and highly conversant in multiple technology delivery methodologies including waterfall, agile, rapid application development and scrum and can seamlessly switch context and define key UMMS deliverables necessary for each methodology executed.
  • Understands the role of the Project Manager in an Agile environment.
  • Experience with overseeing the implementation of 3rd party products is a plus
  • Experience with non-profit or state agencies as customers is a plus.
  • Comfortable with working multiple levels of the organization
  • Experience with project governance processes and procedures.
  • Experience building strong, effective and nimble development teams.
