POSITION SUMMARY:
The Sr. Business Analyst is responsible for providing technical expertise and project management support to the Business Operations Director and office of Long-Term Support and Services (LTSS) as it relates to defining technical requirements for new and existing initiatives. Reviews and provides input on technical documents and assists in all phases of the development and implementation efforts for new LTSS projects. Participates in application/system enhancements and conducts feasibility studies of existing systems. This position will serve as the technical subject matter expert for LTSS.
ESSENTIAL FUNCTIONS:
- Serves as the primary contact between the technical teams and end users while managing/supporting expectations of business stakeholders.
- Interacts with business users both internal and external to clearly define and document requirements.
- Works with LTSS vendors to monitor systems operations, review daily reports (tickets, error reports of Uniform Core Assessment (UCA) database and other OLTSS systems) and resolves and monitors reported issues.
- Ensures LTSS vendor is using defined, precise and accurate User Acceptance Testing (UAT) criteria that will be used by vendor developers, automation test frameworks and product owners.
- Participates in UCA Joint Application Design (JAD) sessions and facilitate JAD sessions to gather requirements through conducting interviews, workflow analysis, process analysis, and observation sessions.
- Clarifies LTSS business needs and translates them into application and operational requirements.
- Reviews documentation and consults with business and technical staff to assess user needs. Determines the ease of automating solutions to user problems.
- Supports LTSS during the full project implementation lifecycle to provide technical guidance and support.
- Participates and/or coordinates required testing/validation of system enhancements and fixes, creating and/or executing the test cases including problem determination and resolution.
- Monitors system requests change orders and information requests to ensure priority is assigned.
- Works with OLTSS teams to review changes in State and Federal regulations to determine the impact on existing MassHealth systems (Medicaid Management Information System (MMIS), Data Warehouse; UCA and others); and work with internal technical partners to recommend system modifications as necessary.
- Participates in activities and workgroups for operation maintenance of systems by interfacing with technical and business people and recommend requisite changes.
- Consults with end users and technical staff to develop problem resolution and error correction strategies, as necessary.
- Works collaboratively with LTSS UCA vendor, MassHealth internal teams, EHS agencies and other partners.
- Prepares regular and timely weekly status reports and other ad-hoc reports.
- Perform other duties as required.
REQUIRED QUALIFICATIONS:
- Bachelor's degree in Computer Science, Information Systems, Business Administration or other related field, or equivalent work experience.
- Minimum 6 - 8 years of proven technical business analyst and system implementation experience with strong emphasis on new system development and implementation in healthcare industry.
- Strong oral and written communication skills; experience communicating with various levels of team members, management and executive staff.
Proven skills in the following areas:
- providing technical feedback on system implementation documents (business requirements, readiness plan, pilot, conversion, system design, testing, data integration etc.)
- conducting requirements gathering and definition sessions
- documenting business and technical requirements
- conducting business and functional requirements analysis
- conducting data and gap analysis
- conducting process analysis
- supporting with system design
- leading or participating in system testing (UAT, Pilot etc.)
- participating in implementation preparedness and go live strategies
- Proven experience using standard tools for defect tracking, testing and ADA compliance.
- Experience utilizing database querying tools to run queries for data validation in order to assist with LTSS reporting needs and/or to provide feedback on tools being used by LTSS vendor(s).
- Experience leading solutions from, planning, scope definition and deployment.
- Demonstrated experience solving business and technical issues while supporting colleagues in a coaching and mentoring capacity.
- Experience in preparing system documentation, including but not limited to business analysis summary, research, presentations, requirements and detailed design documents.
- Project implementation experience.
