GENERAL SUMMARY OF POSITION: 

Under the general direction of the Director or designee, the Health Data Project Manager provides independent high-level and diverse support functions on multiple health policy projects undertaken with Massachusetts state agencies and by the Center for Health Policy and Research’s Office of Clinical Affairs. The Project Manager will manage and participate in analytic projects undertaken by UMMS on behalf of MassHealth.

MAJOR RESPONSIBILITIES:

  • Identify necessary resources to perform program work, monitors work progress including, data analysis and report development, and oversees its timely completion.
  • Develop project statements, data collection, and analysis and work plans in collaboration with project team members.
  • Provide advanced support to projects, implementing work plans, and preparing deliverables.
  • Participate in the documentation of project writing and the preparation of material for project meetings.
  • Actively contribute to the design of project-specific analytic plans and data manipulation and collection efforts including claims analysis, interviews, focus groups, and surveys involving clients, state agency personnel, and other key informants:  
  • Communicate with all appropriate parties to ensure that the project’s objectives, scope, and expected deliverables of each project phase are understood. Facilitate communication of the project’s status, budget, costs, issues, and related information to same.
  • Provide guidance to junior personnel in conducting appropriate literature reviews and the presentation of findings on a variety of project-related topics using relevant databases, journals, texts, and internet and library resources.
  • Perform initial data analysis and develop recommendations specific to assigned projects.
  • Prepare oral and written reporting and presentation of all project findings; lead project status meetings and preparation of final project deliverables.  
  • Act collaboratively as liaison with external consultants and subcontractors for complex, multi-faceted projects.
  • Perform other duties as assigned.

REQUIRED QUALIFICATIONS:

  • Masters degree in public health, public policy, or policy administration with coursework in quantitative and qualitative research methods and analysis is required.
  • 3-5 years experience in project management and/or participation in relevant public policy and health related research and evaluation projects.
  • Previous experience working with vulnerable disabled and or income populations, especially Medicaid recipients, is strongly preferred.
  • Demonstrated experience working with spreadsheet and database programs; working knowledge of MS Access, MS Excel, SAS and/or SPSS preferred, along with excellent oral and written skills, and the ability to work in groups.

PREFERRED QUALIFICATIONS:

  • Familiarity and experience in any of the following areas is strongly preferred:
  • Basic quantitative research methods, including statistics and measurements
  • Project management experience, including Project Management Professional (PMP) certification.
  • Experience and familiarity with various health care utilization and quality measures including HEDIS.
  • Survey qualitative research methods and data collection, including experience with interviewing and coordinating focus groups
