GENERAL SUMMARY OF POSITION: 

The Deputy Executive Vice Chancellor for Commonwealth Medicine (CWM) will be responsible for leading the strategic business and tactical operations of CWM, which includes the development, implementation and evaluation of CWM’s domestic and international growth strategy. CWM, the public service and health care consulting division of UMass Medical School, utilizes a unique public university partnership model to work with public health and human service agencies and other clients to anticipate, recognize and address some of the most complex problems facing at-risk, medically complex, disabled and economically disadvantaged populations.  The Deputy Executive Vice Chancellor (DEVC) will have a portfolio that consists of maintaining, sustaining and scaling current business, improving market penetration, enhancing and expanding product and service lines, diversifying revenue and identifying new and emerging markets. The DEVC, through these core functions, will contribute significantly to CWM’s strategic direction and its ability to meet and exceed budget targets and financial forecasts. The DEVC, in close coordination with the Executive Vice Chancellor, will align CWM’s funding models and investment priorities to the goals articulated in CWM’s strategic plan to ensure the proper allocation of capital, talent and operating expenditures. Moreover, the DEVC will continually evaluate the performance of CWM’s business units against the overarching strategic plan and recommend and/or implement adjusted allocations based on each unit’s financial performance and market demand. CWM’s operational controls, procedures, models and systems will come under the purview of the DEVC, who will monitor CWM’s business units to assure adherence to the University’s trustee-approved policies and guidelines.  

 

The range of duties attendant to this senior-level executive position will span from internal management and operations to external business development and relationship building. The ideal candidate will leverage a large professional network, as well as outstanding interpersonal and leadership skills, to develop and sustain productive working relationships with key stakeholders and clients, including, but not limited to: the federal government; the Commonwealth of Massachusetts and other public sector partners; clinical systems and hospitals; outpatient and community-based health centers; trade associations and professional groups; consulting firms; and other health care entities.

MAJOR RESPONSIBILITIES:

  • Diversify CWM’s revenue streams to support ongoing positive margins and value-added services to clients.
  • Develop and execute on a new business expansion strategy that promotes sustainable growth in CWM’s in-state and out-of-state business portfolio across the organization with a matrixed and collaborative approach, and have P&L responsibility for all existing and prospective business lines.
  • Spearhead and oversee the development of a new, comprehensive performance measurement system, which will include a rigorous set of metrics and evaluation tools, to appropriately and accurately assess CWM’s organizational structure, business development activity, financial results against budget objectives and public service contributions, among other variables.
  • Drive the strategy and market positioning for CWM and UHealth Solutions, Inc., including developing innovative solutions (i.e. system design, workforce development) for state, national and international clients.
  • Develop productive working relationships with key clients and engage stakeholder groups to improve the quantity and quality of market/competitor intelligence and to shape the development of successful campaign strategies. 
  • Expand Commonwealth Medicine’s pipeline of services by identifying and qualifying new business opportunities that leverage CWM’s public-sector expertise and partnership model, as well as current or emerging technologies and evolving client needs.
  • Design a systematic approach to continuously improving CWM’s resource allocation (capital, operating and human capital) model to maximize the impact of funding decisions, business opportunities and/or market trends and to more effectively prioritize and deploy resources across the CWM enterprise.
  • Implement best practices and employee recognition and award programs across all units of CWM to nurture and promote a highly efficient, effective and performing culture that motivates and engages CWM employees and encourages staff at all levels to meet or exceed mission-critical objectives and goals.
  • Contribute to a coordinated communications program that effectively articulates CWM’s unique mission, vision, value and strategic goals to internal and external audiences and facilitates dialogue and decision-making among and between CWM’s business units.
  • Preserve and promote CWM’s talent pool by evaluating CWM’s workforce and launching tailored programs focused on the following: increasing diversity across all levels of the organization; offering value-added professional development training and opportunities for all staff; building leadership depth; and implementing a succession planning strategy.
  • Support broader institutional goals related to diversity and inclusion, including, but not limited to, hiring and advancing underrepresented minorities, veterans and individuals with disabilities.
  • Partner with the UMMS senior leadership team, especially the Chancellor, the Provost/Dean and the EVC for Administration and Finance, to advance the strategic direction of UMMS and to create lasting and mutually beneficial partnerships between CWM and UMMS’s academic departments/research units.
  • Collaborate with the UMMS Information Technology group to plan and implement infrastructure services required to support the technology needs of Commonwealth Medicine’s diverse organizations.
  • Perform other duties and responsibilities as required.

REQUIRED QUALIFICATIONS:

  • Master’s degree in Business Administration, Public Health, Health Care Administration, or other relevant disciplines.
  • A minimum of 10 years’ proven experience designing, executing and evaluating organizational growth strategies, identifying new market and/or product opportunities, overseeing go-to-market strategies and allocating resources and capital to achieve strategic, operational and financial goals.
  • Demonstrated expertise and experience in all aspects of business development including: Account Management; Capture and Proposal Development; and Relationship Management.
  • Knowledge of health care challenges, opportunities and trends impacting both public sector and private clients is a must; health care consulting experience and familiarity with state and federal health care payment models and mechanisms are preferred.
  • Well-developed financial, operational and technical skills, together with proven expertise in strategy, organizational design and innovation.
  • Prior experience working in a leadership and/or senior-level role at a complex, matrixed and diverse organization. A track record of exceptional leadership ability.
  • Excellent communication skills, both oral and written, and demonstrated ability to deal with a variety of external stakeholders in an effective manner.
  • Ability to exercise sound judgment and negotiate with diplomacy and tact.
