The Engineering team of the IT Department in Charlestown serves an exciting and diverse set of clients. The UMass Medical School's Center for Health Care Financing (CHCF), located in Charlestown MA, is dedicated to helping state-run health and human service agencies enhance operations and save public resources.  This department of tightly integrated teams works using a Scrum Framework and are actively delivering value and making a notable difference for our CHCF clients.  We are seeking an innovative Director of Engineering who will explore new technologies, build strong client relationships, and lead teams in providing expanded functionality to the Center’s clients and associated state agencies.  You will be leading a team of eager talented Product Owners and Engineers who are dedicated to building seamless technology solutions.  We are seeking a visionary leader hungry for solving the technology challenges of all facets of the health services products and partnering with business stakeholders to meet the business growth strategies.  

 

In addition to bringing strong technical leadership skills, you will work closely with other members of the management team to guide and support the Center's product development.  You will have the opportunity to participate in building a world class Engineering department that will lead the way in creating significant improvements in UMMS technology! 

Responsibilities:

MAJOR RESPONSIBILITIES:

  • Set the strategy for the IT Engineering team – develop and execute tactical objectives for the team and team members while enabling longer term goals
  • Engage the overall organization to ensure a cohesive and fully encompassing IT Engineering roadmap
  • Drive the business process evaluation/improvement activities and create ROI and applicability studies to set the priorities of the IT Engineering team deliverables
  • Drive the technology plan for the IT Engineering organization, and ensure that plans for their assigned applications integrate effectively with other aspects of the technical roadmap
  • Serve as the technical expert for the software development lifecycle and support and maintenance for the code-based assets developed by the IT Engineering team
  • Provide people management for the team including hiring as well as career development for the team members
  • Play a leadership role in consulting with business units to define business opportunities and map potential technology solutions to enable strategic direction. Maintain strategic focus on developing new functionalities to serve the user community and business partners
  • Serve as the Product Manager for enterprise reporting, business intelligence, business process management vendor and customer products
  • Drive reporting, business intelligence and business process management to maximize the business value from implementation, execution, and evolution of business capabilities
  • Develop strong application/systems architecture/portfolio roadmap, as well as evaluate and implement new and forward thinking technologies allowing the enterprise to remain competitive and offer lead edge solutions to its diverse user base
  • Lead build versus buy decisions via research, evaluations, and selections of products that suit customer needs
  • Lead or participate in RFP development, acquisitions, evaluations, and contract negotiations. Plan and coordinate software acquisitions, conversions, and implementations 
  • Ensure that priorities are established and evaluated on an ongoing basis for systems modifications and requests from our user community. Maintain effective organization and staffing to meet demands
  • Identify efficient tools for business and clinical application design and development. Incorporate RAD and object-oriented technology tools where appropriate
  • Effectively implements formal quality control methods for application development, business, and analysis requirements definition, software testing, projects planning and project management. Complements these with departmental policies and procedures
  • Promote and ensure compliance with professional standards, industry standards for technology development, and UMMS policies and procedures
  • Perform other duties as required

Qualifications:

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in Computer Science, Information Management Systems, Business Administration, a related field, or equivalent experience
  • 10+ years of experience in design, delivery, and implementation of business applications and/or technology solutions in an integrated multi vendor environment
  • 5 years of progressive management/supervisory responsibility for the development, procurement, implementations, and support in a networked, multi-vendor environment
  • Deep understanding of development lifecycle required
  • Experience with Agile Development methodologies; specifically Scrum
  • Experience with leading teams through the transformation from waterfall to high performing agile teams
  • Thorough understanding of Software Quality assurance principles
  • Demonstrated ability to manage and lead high performing teams
  • Demonstrated vendor relationship building and management
  • Demonstrated experience with computer hardware, software, cloud computing and data communication in a complex, diverse environment
  • Demonstrated experience in developing and implementing policies, procedures and technical documentation
  • Key strengths required: business and strategy Leadership, cross-boundary collaboration, planning, organizing and executing and adaptability
  • Effective verbal and written communication competence, including demonstrated experience in presentation to diverse audiences up to executive level

Additional Information:

  • Effective delegation skills to balance the demands of this role are essential
  • Experience with state health services agencies and working directly with user programs and program development would be highly beneficial
