ForHealth Consulting (FHC) seeks a Deputy CIO who will serve as the organizations senior technology executive, operating in a role more closely aligned with a CTO/CDO than a traditional deputy. The core focus of this position will be leading an application development unit responsible for delivering customer solutions through composable architecture utilizing SaaS/COTS platforms, enterprise iPaaS integration, and custom coding. This includes owning FHCs digital strategy, multiyear technology roadmap, and investment planning, with executive oversight of digital platforms, DevOps, innovation, and data capabilities. The role requires close partnership with UMass Chan Medical School IT (core infrastructure management) and Information Security to ensure alignment, governance, compliance, and operational reliability.

• Develop and execute a comprehensive, multi-year technology strategy and roadmap aligned with ForHealth Consulting and UMass Chan Medical School strategic plans.
• Set the overall strategic direction of the technology plan in partnership with the AEVCSS and ForHealth Consulting Executive Vice Chancellor.
• Ensure that all digital initiatives are integrated into enterprise strategic planning, resource allocation, and governance processes.
• Conduct ongoing evaluation of the organizations technology capabilities and recommend enhancements, modernizations, and organizational adjustments.
• Lead the Digital Solutions business unit with focus on Composable Architecture, overseeing the selection, integration, and orchestration of Software as a Service (SaaS) and Commercial off-the-shelf (COTS) platforms to create a unified ecosystem – driving delivery of innovative, value-driven digital solutions for clients and internal stakeholders.
• Direct the strategy for the enterprise integration platform – Integration Platform as a Service (iPaaS) – ensuring seamless data flow and interoperability between disparate back-office and client-facing systems.
• Serve as a change agent, promoting automation, modernization, and adoption of contemporary digital tools across the organization.
• Identify opportunities to digitize manual processes and introduce platforms that improve efficiency, scalability, and service quality.
• Oversee creation of interoperable digital solutions that integrate and analyze real-time data from disparate sources to support clinical and public-sector decision-making.
• Lead development and execution of a technology governance model that improves predictability, delivery quality, and organizational agility.
• Ensure technology operations meet performance, reliability, and security expectations through close collaboration with UMass Chan IT and Information Security.
• Drive consistent data governance standards and promote stewardship across all business units.
• Evaluate, standardize, and optimize technology capabilities embedded within business units.
• Build productive relationships with clients, public sector partners, clinical systems, consulting organizations, and health care entities.
• Partner with business units to evaluate and develop client-facing technology solutions that anticipate shifts in health care delivery systems.
• Collaborate with AEVCSS on sales strategy, supporting new business acquisition, upselling, and cross-selling opportunities.
• Present technology results and initiatives to university leadership, state agencies, and regional/national audiences.
• Prepare and oversee the technology budget, ensuring alignment with strategic priorities and expected ROI.
• Meet regularly with ForHealth Consulting Finance leadership to review expenditures, ROI, and forecasting.
• Continually attract, retain, and develop highly skilled IT professionals in a competitive national market.
• Manage vendor relationships and ensure high-quality delivery from external technology partners.
• Support communications strategies that articulate ForHealth Consultings mission, value, and technology priorities.
• Lead and/or support enterprise process improvement and cost optimization initiatives.
• Perform other duties as required.
• Masters degree in Engineering, Information Technology, Computer Science, or a related field; or equivalent work experience.
• Experience leading Product Engineering or Platform Engineering teams in a multi-SaaS environment.
• Deep understanding of API-led connectivity, microservices, and modern integration patterns.
• Proven experience managing build vs buy decisions and integrating complex COTS solutions into existing legacy workflows.
• Minimum of 10 years of progressive technology leadership experience in health care, public sector consulting, or related environments.
• Demonstrated ability to communicate complex technical concepts to both technical and non-technical audiences, including public- and private-sector stakeholders.
• Experience with Agile product management and the Software Development Life Cycle (SDLC) for both internal and external-facing digital products.
Preferred Qualifications:
• 15+ years of IT leadership experience, including at least 7 years in executive or senior management roles.
• Proven track record leading digital transformation initiatives in health care, public-sector environments, or regulated industries.
• Experience with enterprise cloud modernization, interoperability, data governance, and analytics platforms.
• Demonstrated expertise in technology governance, IT operating models, and strategic planning for complex, matrixed organizations.
• Strong understanding of Medicaid programs, public health systems, and health and human services operations.
• Experience managing multi-million-dollar technology budgets and evaluating capital/operating investment ROI.
• Experience building and maintaining high-performing technical teams in competitive talent markets.
