Under the direction of the OCA/MassHealth Chief Medical Officer (CMO) or their designee, the Senior Manager of Strategy – MassHealth / Office of Clinical Affairs will lead and support a portfolio of MassHealths strategic and policy development initiatives, as prioritized by senior leadership.. The Senior Manager will ideate, scope, and execute strategic and cross-functional projects in partnership with executive leaders across MassHealth and the Office of Clinical Affairs, ensuring alignment with programmatic, regulatory, and operational priorities.
The Senior Manager will serve as a member within the OCA/MassHealth Strategy team, which functions as an internal “executive consulting” group supporting MassHealths senior leadership. The role offers the opportunity to directly influence how health care is delivered to more than two million Massachusetts residents. The Senior Manager will support and drive initiatives that advance member health outcomes, improve member experience, and strengthen the long-term sustainability of the Medicaid program — driving tangible impact for residents and communities across the Commonwealth.
- Lead and manage cross-functional project teams focused on high-impact strategic, operational, or policy priorities within MassHealth designated initiatives.
- Translate complex or ambiguous problems into actionable workstreams and clear deliverables.
- Identify project scope, develop work plans, and manage day-to-day progress to achieve goals and deadlines, ensuring alignment with MassHealth leadership expectations and timelines.
- Conduct qualitative and quantitative analyses to assess current state, identify opportunities, and inform strategic recommendations for senior leadership consideration.
- Prepare and present findings, recommendations, and implementation strategies to MassHealth and OCA senior leadership, incorporating stakeholder input and operational considerations.
- Engage internal and external stakeholders (e.g., members, advocates, providers) to gather feedback and strengthen proposed policy and operational changes.
- Collaborate with other clinical, policy, and implementation teams across the Executive Office of Health and Human Services to align strategies and ensure coordination of efforts, under the direction of OCA leadership.
- Develop and maintain key project documents, including work plans, deliverables, performance dashboards, and progress reports.
- May support annual and long-term strategic planning for MassHealth.
- Contribute to a culture of continuous improvement, learning, and inclusion.
- Bachelors degree in public health, public policy, political science, business administration, management, or a related field – or equivalent relevant experience demonstrating similar competencies.
- Minimum of approximately 5–8 years of work experience, preferably in an analytic or strategic capacity such as project management or management consulting roles — or a combination of equivalent experiences demonstrating comparable skills.
- Demonstrated success leading or coordinating multi-stakeholder projects, ideally involving policy, operations, or healthcare delivery transformation.
- Strong analytical and data literacy skills, including experience using qualitative and quantitative insights to drive decisions.
- Proven ability to manage ambiguity, bring structure and clarity to complex problems, and deliver results under tight timelines.
- Excellent communication and presentation skills, with the ability to synthesize complex information for senior leaders and diverse audiences.
- Strong interpersonal and influencing skills, including emotional intelligence and the ability to influence without formal authority.
- Passionate about public service and improving health outcomes for vulnerable populations.
Preferred Qualifications:
- Graduate degree in business, public health, health policy, public administration, or a related field.
- Experience in government, consulting, healthcare delivery systems, or health plan strategy environments.
- Familiarity with Medicaid policy, healthcare payment reform, and/or value-based care initiatives.
- Demonstrated ability to successfully lead teams and projects.
- Experience in a management or supervisory capacity, including coaching or mentoring team members.
- Experience contributing to strategic planning, performance improvement, or organizational change efforts.
- Demonstrated flexibility and adaptability in fast-paced, dynamic organizational settings.

Please note that the range provided reflects the full base salary range for this position. Offers are typically made within the midrange to allow for future growth and development within the role.
