GENERAL SUMMARY OF POSITION:

Under the general direction of the Associate Vice Chancellor of Facilities Management, the Senior Director of Energy Resources is responsible for managing the power plant, including operation, maintenance, and modernization of equipment for generating steam, chilled water, and normal/emergency electricity. Responsible for managing the Utilities Trust Fund for the Medical School campus and off-site properties within Worcester County.  This unique power plant utilizes steam, electricity, and a gas turbine as the prime movers for production while electronically linking all equipment to a robust balance of plant computerized operating system to achieve reliable, efficient, and effective solutions.  The electrical load shedding systems and island mode configuration allow resilient campus operations off the grid.

ESSENTIAL FUNCTIONS:

  • Responsible for the maintenance, repair and operation of the central utility plant that provides energy resources to the main campus including emergency power for all life safety systems, optional stand-by and Hospital equipment and critical care branch circuits.
  • Responsible for financial management of the Utilities Trust fund including annual budget development, rate setting, billing, utility meter management, revenue/expense projections, utility rate projections and capital programming. The trust fund revenues exceed $28M per year.
  • Responsible for oversight of energy cost budgeting and expenditures for the Biotech Park, South Street and Maple Ave, over 1.3 million square feet.
  • Participate in the development and implementation of department goals.
  • Responsible for managing the contracting and purchase of energy resources for the medical school to provide a constant source of efficient and cost-effective energy. Participates in the sale of energy via the ISO New England markets and developments and implements various futures commodity market strategies to limit cost risk and capitalize on dynamic market conditions.
  • Responsible for managing documentation of utility usage throughout the medical center and the associated operational expenses for these utilities.
  • Promotes various state, utility and other third-party energy programs including ISO New England Capacity Tag Reductions, national grid demand response, solar energy siting, alternative energy credits and others.
  • Through the development and implementation of the artificial intelligence systems optimizes cost, efficiency and carbon footprint efficiencies through effective and dynamic plant performance line ups. Manages hourly make-buy electricity decisions via the AI systems and NGrid collaboration.
  • Negotiates, develops and implements federal, state and local permits include DEP air permits, pressure vessels, and others assuring a fully compliant plant.
  • Assist senior management in the preparation of short and long-term capital plans to fund the purchase new or replacement equipment to maintain the power plant at optimum levels.
  • Participate in senior management planning related to energy consumption and cost reduction.
  • Responsible for daily attendance records, shifts, and vacation schedules.
  • Responsible for overall supervision of Power Plant staff including developing and implementing operational policies, implementation of appropriate staff training, conducting performance reviews and implementing appropriate disciplinary action when required.
  • Performs other duties as required.

REQUIRED QUALIFICATIONS:

  • Massachusetts First Stationary Engineers License required with ten (10) years experience working as a First Class Stationary Engineer in a modern power plant including five (5) years of supervisory experience.
  • Bachelors Degree in Mechanical Engineering or similar degree is preferred.
  • Equivalent to a Trades Apprenticeship Training with ten (10) years operating experience working in large and modern Power Plant.
  • Thorough knowledge of utility rate structures and de-regulation of utilities.
  • Thorough knowledge of maintenance, operations and consulting contracting.
  • Enhanced financial management concepts including financial and cost accounting, budgeting, and forecasting.
  • Communication and organization skills to efficiently correspond with industrial commercial business entities, as well as educational and medical institutions.
  • Knowledge of and experience with union contracts. Ability to communicate and negotiate personnel and university requirements to run the utilities facility efficiently and effectively.
  • Responsible for the Safe and efficient Operation of a High Pressure 1,100 psi Power Plant utilizing High Pressure Steam, as well as overseeing the safe operation and repairs of the Campus Steam Distribution and all Utility tunnels and trenches.
  • Responsible for all distribution of Grid and Plant generated High Voltage 13,800 Volt Electricity to all Campus Buildings.

We also consider internal equity to ensure fair and consistent compensation across our teams.

Please note that the range provided reflects the full base salary range for this position. Offers are typically made within the midrange to allow for future growth and development within the role.
