Under the direction of the appropriate departmental lead, or designee the Data Access and Operations Coordinator DCS is responsible for managing, coordinating, and providing oversight to all day-to-day privacy and data access administration and operational functions impacting UMass Chan business units. The Data Access and Operations Coordinator DCS will ensure privacy and data access requirements and deadlines are met, oversee all internal and external data access requests, and represent and/or lead business unit compliance with all applicable policies and procedures. This position is responsible for management of processes and projects related to privacy and data access administration and operations and will assist the appropriate departmental lead by planning and coordinating projects and related activities including the management of resources to achieve compliance, enhancements, and continuous process improvements.

Provide oversight and coordination of data access processes and operations to achieve business unit compliance in accordance with the terms of client contracts, UMass Chan and other organizational policies and procedures, and applicable federal and state statutes and regulations.
Monitor and respond to all incoming data access requests from business units to meet deadlines, support business continuity, and ensure compliance with internal and external policies, procedures, and requirements.
Support business unit system administration activities for internal systems, including creating new user accounts, managing user access and roles, unlocking accounts, resetting passwords, and terminating accounts, according to established system security controls, policies, and procedures.
Serve as primary point of contact, representative, and liaison between business units and UMass Chan Information Security (InfoSec), Office of Management (OoM), Information Technology (IT), and facilities for privacy and data security related matters.
Provide subject matter expertise, guidance, and training to business unit managers and staff for internal and external system access request procedures, forms, and documentation.
Identify improvement opportunities and resolve issues to ensure a high level of internal customer and external client satisfaction.
Design and implement privacy and data access management and quality control procedures in conjunction with senior management.
Facilitate and coordinate all aspects of project and operational meetings related to privacy and data security administration, operations, and management, including regular meetings between business units, IT, InfoSec, OoM, and other internal and external stakeholders.
Conduct in-depth analysis of data and systems access request processing procedures and develop recommendations for improvements.
Ensure accuracy of reports by analyzing and reviewing data and resolving discrepancies, including managing annual, quarterly, and ad hoc user access reviews for internal and external client applications and systems and required documentation for internal and external audits.
Responsible for maintaining and ensuring the currency and integrity of all data and systems access documentation, including request forms, workforce agreements, internal standards and operating procedures, and SharePoint sites.
Develop, enhance, and maintain business unit specific privacy and security standards and guidelines, as needed and in conjunction with senior management, including secure email, fax, and mail operating procedures and other workforce agreements.
Manage IT, privacy, and security-related communications with business unit managers and staff.
Ensure accuracy of all internal and external user access reports.
Provide excellent customer service to internal and external customers and clients.
Collaborate with managers, staff, and stakeholders to create a team dedicated to providing service excellence.
Build positive relationships with internal departments, including InfoSec, OoM, IT, facilities, and external clients and stakeholders.
Provide interpretation of privacy and security data, policies, and procedures to senior management.
Provide periodic reports to senior management regarding status of assigned projects and recommend process improvements and corrective actions when necessary.
Manage special privacy, data security, and technical projects and other activities within defined timelines as assigned, including collaborating with IT, InfoSec, OoM, and other internal stakeholders to develop workplans, coordinate resources, and oversee after-hours and weekend business unit testing, as needed.
Ensure compliance with the federal and state regulations.
Support business unit administrative processes and tasks as needed and requested.
Perform other job related duties as assigned.

REQUIRED EDUCATION
Bachelors degree in business or related field, such as technology, information security, or compliance.

REQUIRED WORK EXPERIENCE
5-7 years of related experience (two of which must be in a related field, such as technology, Information Security, compliance, business operations and project management).
Demonstrated ability to build, lead and supervise a project team as typically acquired by experience managing a team or functioning as a team lead for a project or group.
Working knowledge of industry practice involving subject matters associated with the position, including technology, Information Security, compliance, and project management.
Demonstrated experience/skills in computer applications, including database and spreadsheet applications, and collaboration tools, including Microsoft Teams and SharePoint.
Strong analytic skills and proven competence in independent problem solving.
Excellent communication, both oral and written.
Interpersonal skills necessary to interact successfully with a wide range of individuals.
Must be able to locate, interpret and communicate contract and program related guidelines and regulations.
