POSITION SUMMARY: 

The New England AIDS Education and Training Center (NEAETC), hosted by UMass Chan Medical School since 1988, is part of the AIDS Education and Training Center Program funded by the Ryan White HIV/AIDS Program of the Health Resources and Services Administration. NEAETC provides education and clinical training for providers to diagnose, counsel and care for individuals living with HIV/AIDS, as well as to promote HIV prevention. 

The Project Manager supports work related to meeting the federal goals of Suffolk Countys Ending the HIV Epidemic: A Plan for America (EHE) initiative. The Project Manager manages all aspects of programming, including planning and implementing program deliverables, fostering new connections, budget oversight, all required reporting, and presentations at national and state meetings, steering committees, and communities of practice. In addition, the Project Manager supports the Massachusetts Clinical Director on practice transformation projects and participates in overall strategy development.

ESSENTIAL FUNCTIONS:

  • Oversees Ending the HIV Epidemic initiatives and programs including communities of practice, advisory groups, and other initiatives as opportunities arise
  • Leads medium and small projects in collaboration with the Director or designee
  • Performs regular needs assessments, data analysis, and other tasks in support of the initial feasibility study p and to identify training and technical assistance needs.
  • Coordinates training and technical assistance as requested via virtual and in-person learning sessions. Provides coaching and technical assistance to sites and subrecipients as needed
  • Assists in the development of new project plans. Responsible for developing project schedule and budget for approval. Ensures that project execution is timely, successful, and meets expectations
  • Prepares material for project meetings, regulatory agency submissions, and coordinate arrangements applicable to assigned projects, such as interview arrangements, site visits, etc.
  • Develops oral and written reporting and presentation of all project findings to principal investigators and funders as necessary and participates in project status meetings and preparation of final project deliverables
  • Convenes and directs subrecipient project teams to effectively address project requirements according to objectives, schedule and budget and implementation of work plans including evaluation and federal reporting. Coordinates follow-up activities as necessary to ensure that schedules, budgets, and other project expectations and timelines are completed as required
  • Drafts and leads project statements in collaboration with project team members on data collection, project work plans, meetings, decisions, work change orders, project deliverables, progress reports, schedules, cost tracking reports, and other pertinent reports including federal
  • Facilitates communication of the projects status, budget, costs, issues, and related information to the projects team leaders, project sponsor, steering committee, affected business unit(s), and team members as appropriate
  • Assists the projects sponsor in refining the project scope and objectives, including any constraints, reporting through the Principal Investigator
  • Identifies and establishes relationships with key contacts at community health centers and community-based organizations
  • Organizes and prepares for all facets of project team meetings.
  • Provides direction to project support staff including program planning, reporting requirements, etc.
  • Assist the Director or designee in the development of contracts related to the project success
  • Participate on relevant committees and attend national, regional, and local conferences and continuing education programs to support knowledge of current clinical guidelines and workforce trends and maintain relevant professional memberships as appropriate.
  • Support the Massachusetts Clinical Director on various activities including, but not limited to, practice transformation-funded entities, and other initiatives as directed.
  • Participates in strategic planning to provide feedback on overall workplan and goals
  • Performs other duties as required.

REQUIRED QUALIFICATIONS:

  • Bachelors degree in health care management, Business Administration, or equivalent.
  • 4 years of demonstrated experience in project management.
  • Strong written and verbal communication skills to interact effectively with staff, clients, and vendor staff.
  • Ability to lead and direct a matrix project team, as well as the ability to lead and direct effective meetings and work sessions.
  • Strong Microsoft Office skills.
  • Ability to travel to off-site locations.

PREFERRED QUALIFICATIONS:

  • 3-4 years experience with health navigation, care coordination, case management, or other experience working with people with or at risk of HIV.
  • Current evidence-based knowledge about HIV
  • Experience working as part of an HIV care team in a community health center setting.
  • Experience working with vulnerable populations.

SUPERVISION EXERCISED:

Provides functional supervision to Project Coordinator staff.
