Overview:

 

Under the general direction of the Commonwealth Medicine Chief Medical Officer or designee, the Dental Director works directly with the Director of the Division of Health Access (DoHA) and the Oral Health Coordinator within MA Department of Public Health, supporting the Office of Oral Health and its programs. The Dental Director will be the expert voice of the Office of Oral Health, representing DPH with internal and external stakeholders, including MA legislators, MassLeague of Community Health Centers, private practice dentists, dental schools along with other EOHHS/UMMS divisions. 

 

*This is a part-time non-benefited position.  

Responsibilities:

  • Provide clinical oversight and management to the DPH Oral Health programs in partnership with the Oral Health Coordinator and DoHA Director.
  • Determine clinical policy and develop programs to improve the oral health care for residents of the Commonwealth, including developing and implementing strategies to increase access, improve quality and contain costs
  • Collaborate with the leadership at MassHealth and the MassHealth Office of Clinical Affairs, MA Department of Public Health’s (DPH) Bureau of Community Health and Prevention (BCHAP), Office of Oral Health (OOH), as well as other Executive Office of Health and Human Services agencies, vendors, licensing boards, legislators, on dental health and public health programs, facilitating the integration of programs to improve the oral health of citizens of the Commonwealth.
  • Provide consultation to executive and other staff on oral health policy issues, new and emerging oral health procedures and technologies, dental program organizational goals, vendor management and any other activities to improve access and quality of oral health care.
  • Develop and implement oral health clinical standards, evidence-based clinical guidelines, best practices, algorithms and metrics to improve the oral health care.
  • Provide clinical leadership and management of external oral health contracts, collaborating with/on CWM, DPH and MassHealth initiatives.
  • Review and analyze utilization data in order to evaluate effectiveness of dental program policies within oral health in meeting Executive Office of Health and Human Services’ (EOHHS’) and DPH objectives, and make recommendations for changes in dental policies, procedures, guidelines, etc.
  • Direct the preparation of reports for use in monitoring and evaluating the dental program, and reporting on dental remediation efforts.
  • Provide clinical consultation, training, and dissemination of information regarding oral health care quality management and clinical evaluation.
  • Market and promote participation in the DPH oral health programs (e.g. Community water fluoridation, SEALs program) to the dental provider community, which includes Community Health Centers, private dental practices, dental schools, etc.
  • Provide oversight and contribute to the development of oral health grant proposals in partnership with OOH staff to fund oral health initiatives, programs and policy development.
  • Make presentations at dental conferences, Massachusetts Dental Society (MDS) meetings, regional provider meetings, dental advocacy group meetings, and other relevant stakeholder meetings.
  • Perform other duties and responsibilities as required.

Qualifications:

REQUIRED QUALIFICATIONS:

  • Actively licensed to practice dentistry in Massachusetts without restriction throughout employment.
  • Possess a minimum of seven years recent clinical experience that includes experience in public health.
  • Previous management experience within an organization providing oral health care.
  • Possess experience in quality management theory and practice.
  • Demonstrated strong written and verbal communication skills, as well as strong interpersonal skills.
  • Possess strong analytic skills.

PREFERRED QUALIFICATIONS:

  • Knowledgeable in recent advances, policies and changes in the dental industry.
  • Understanding and ability to operationalize linkages between public health and oral health entities.
  • Utilization management/prior authorization experience and knowledge of dental coding/billing practices is desirable.
  • Previous experience working within a state agency.
  • Experience serving diverse and/or low income populations.
  • Knowledge of policies, particularly those pertaining to the DPH dental programs and its regulations.
  • Advance training or graduate degree in management or public health desired.
  • Proven track record of results and goal attainment in prior positions
