POSITION SUMMARY:

Under the general direction of the SSP Program Director or designee, the SSP Accounting Supervisor is responsible for the financial accountability of the Massachusetts State Supplement Program (SSP).  The Administration and Finance team tracks and reconciles every dollar that moves in and out of SSP accounts, ensures adequate funding is available for all daily and monthly payments, updates client payment methods and banking information, secures necessary business resources, and works to maintain a positive relationship between SSP and its vendors and client to ensure operational success.  The SSP is a Department of Transitional Assistance (DTA) and Massachusetts Commission for the Blind program that provides more than $165 million annually in cash payments to 175,000 low-income and disabled clients.  The Health Care Finance Solutions group at UMass Chan Medical School administers the SSP on behalf of the state agencies.

ESSENTIAL FUNCTIONS:

  • Supervise the team of staff responsible for SSP accounting, reconciliation, and financial operations. Ensure adequate daily staffing coverage for all essential functions.
  • Direct and supervise SSPs daily and monthly financial reconciliation processes. Review and sign off on financial reconciliation reports and submit to senior leadership.
  • Oversee daily accounting transactions, including daily payment file processing, accounts receivable, general ledger, and bank reconciliations. Manage month-end closing.
  • Perform complex data analysis in support of accurate accounting practices. Organize financial data into useable information and maintain updated records.
  • Assist in the preparation and management of SSPs annual budget in accordance with state Interdepartmental Service Agreement. Track expenditures and prevent overspending.
  • Prepare and submit regular financial and project management reports to internal and external stakeholders; and funding requests to DTA for program operations.
  • Manage all invoicing to and from SSP: prepare and send regular invoices to DTA, receive all incoming invoices and ensure vendors are paid on time.
  • Develop and present success, merits of initiative, cost avoidance and savings data for senior UMass Chan and state agency leadership.
  • In collaboration with other SSP groups, develop and implement policies, procedures, and new system functionality to identify and mitigate any potential risks for financial fraud or payment issuance incapacitation.
  • Adhere and manage to UMass Chan Internal Controls for related work.
  • Collaborate effectively with other Program areas at all staff levels, including Operations and Client Assistance, Program Integrity and Data Analytics, and Information Technology.
  • Meet regularly with reporting staff to discuss and evaluate their performance, set realistic expectations, including areas of excellence and areas for improvement. Conduct and submit written reviews of all direct reports annually according to UMass Chan requirements. Identify resources, interests and skills, communicate effectively with all personality types
    and experience levels, create opportunities for and encourage staff professional development, and design and implement
    corrective action where determined necessary.

REQUIRED QUALIFICATIONS:

  • Bachelor's Level Degree or equivalent; in accounting or finance related field
  • 5-7 years experience in a related field
  • Exceptional knowledge of processing daily accounting transactions, including daily payment file processing, accounts receivable, general ledger, and bank reconciliations. Profound knowledge in managing month-end book closing.
  • Excellent knowledge and experience with bookkeeping and generally accepted accounting principles, laws and regulations.
  • Superb experience in the preparation and management of budgets, tracking expenditures and preventing overspending.
  • Strong analytical skills to manage large amounts of data.
  • Outstanding team management skills and ability to define and manage priorities. Demonstrated ability to work numerous projects simultaneously and meet deadlines.
  • Expertise in computer- based tools, including spreadsheets, database management, and word processing.
  • Ability to manage relationships and facilitate communication across different levels in a high-volume work environment.
  • Experience in supervision and/or demonstrated ability to manage and motivate staff.
  • Demonstrated discretion in dealing with sensitive and/or protected information.

PREFERRED QUALIFICATIONS:

  • Proven work experience as an Accounting Supervisor, Accountant, or a similar position in the Accounting Department.
  • Demonstrated ability to work under pressure and meet deadlines. Exceptional organizational skills.
  • Ability to spot issues to identify potentially broader matters and escalate as appropriate.
  • Ability to facilitate meetings and establish working relationships with various government and private contractors.
  • Exceptional oral and written communication skills.
  • Demonstrated ability to foster teamwork and act as team leader to accomplish goals.
  • Demonstrated experience in interpreting State and Federal regulations as they apply to public assistance programs.
