POSITION SUMMARY: 

Under the direction of the Executive Director, Long-Term Support Services, the Director of Clinical Services is responsible for clinical services and clinical operations, including nursing practice, allied health practice, qualified mental health professional practice, care management, case management and decision-making aspects across all programs. This position leads clinical business development initiatives, new practice discovery and assists with acquisition of grants and other clinical innovations related to the business lines within the unit. Ensures adherence to varying contractual requirements by program as it pertains to clinical and allied health care functions.

ESSENTIAL FUNCTIONS:

• Oversee unit-wide, cross program clinical decisions including, but not limited to, eligibility, service authorization, case management and transitions of care for all clinical and allied health functions.
• Provide clinical support, oversight and leadership to direct and indirect reports.
• Identify and develop new clinical strategies and innovations to fulfill business objectives.
• As a member of the Senior Leadership team, provide reinforcement to the Senior Director and Director in strategic planning, financial planning, service delivery, and service integration for Disability & Community Services Programs.
• Partner with the Senior Director and Director to develop strong collaborative relationships with Massachusetts Agency representatives at all levels. Works collaboratively with Massachusetts state agencies to support and participate in engagement strategies including stakeholder meetings, and statewide provider educational trainings and initiatives.
• Collaborate with IT to develop, test, implement, modify and oversee clinical databases and case management systems to ensure compliance with business objectives and contractual requirements.
• Collaborate with other CWM business units to promote clinical excellence and explore business development opportunities.
• Develop, reconfigure and operationalize clinical operations and activities to fulfill business objectives and contractual requirements.
• Promote client satisfaction by delivering excellent services, quality outcomes, and continuous performance improvement throughout DCS.
• Plan, direct, implement, coordinate and control activities of the clinical unit’s assigned resources and functions.
• Lead the development and implementation of clinical policies, procedures and innovation.
• Formulate clinical plans, designs, practices, policies, methods, regulations, and procedures for operations or related projects.
• Develop clinical care programs, policies, procedures and standards within the established framework of contractual authorities and evidence-based standards to ensure the delivery of optimal services.
• Maintain high quality of clinical operations standards while maximizing cost efficacy.
• Participate in the development, implementation, and evaluation of an organizational plan with the missions, values, and strategic plan of the organization.
• Promote an environment conducive to the implementation of organizational change and learning consistent with the organizational mission, values and strategic plan.
• Participate with governance, executive management team, medical staff, and other leaders in decision-making, systems and process review within the organization and throughout the continuum of care.
• Participate in programs designed to measure, assess, and improve the quality and drive improvements of care delivered to participants and ensure ongoing in-service training and education to clinical and allied health personnel.
• Conduct regular communication sessions with staff and management to advise and inform of issues relative to clinical services and operations and works collaboratively with staff, management and providers to initiate improvements to the business process.
• Develop and maintain relationships with stakeholders, including, but not limited to service populations, clients/partners, and advocates.
• Work collaboratively with Human Resources and the UMMS to develop and maintain a strategic plan for workforce development that ensures an appropriate and adequate supply of clinical and allied health staff and maximizes employee retention.
• Explore and evaluate potential new business opportunities across all clinical areas.
• Implement a prospective clinical review process that involves key resources within and across disciplines.
• Ensure the development of a risk mitigation process across clinical operations and services.
• Perform other duties as required.

REQUIRED QUALIFICATIONS:

  • Masters’ degree in business, health or science administration, nursing or related field, or equivalent experience.
  • Professional licensure or certification to practice in Massachusetts in one of the following fields is required:
    Occupational Therapy, Physical Therapy, Respiratory Therapy, Speech or Language Pathology, Registered Nurse, Vocational Rehabilitation Counselor, or Social Work.
  • 5-7 years’ experience of increasingly senior management positions, with nursing management, program administration and patient care.
  • Strong business acumen and familiarity with operational best practices. 
  • Proven administrative and clinical management ability in a complex environment.
  • Demonstrated performance in strategic and financial planning and analysis.
  • Demonstrated leadership skills including the ability to build productive teams and motivate individuals at all levels of an organization in the pursuit of common objectives.
  • Ability to travel to off-site locations.

PREFERRED QUALIFICATIONS:

  • Bachelor of Science degree in Nursing
  • Health care or other related service industry experience
