POSITION SUMMARY:

In collaboration with peers and executives across MassHealth and EOHHS, the Data Warehouse Director - MHE will drive initiatives in the areas of agency-wide data, informatics, and business intelligence in support of MassHealth’s ambitious, nation-leading policy agenda.

The position will be responsible for the overall operation of the MassHealth Data Warehouse, including ongoing production, system performance, strategic and tactical planning, select reporting functions (e.g., Federal reporting) and enhancement/release management. Provides leadership and technical expertise to support MassHealth’s evolving business needs, address internal and external stakeholder concerns (e.g., MassHealth program units, data Trading Partners), and integrate with state-level efforts to consolidate, rationalize and enhance the Commonwealth’s health and human services information infrastructure.

The Director will embed directly into EOHHS and will functionally report to and receive day-to-day supervision from EOHHS Secretariat CIO and MassHealth Chief Data and Informatics Officer. Simultaneously, the Director will be employed by Commonwealth Medicine and will report to the Commonwealth Medicine Entity Information Officer; the Commonwealth Medicine Entity Information Officer will serve as a technical advisor and oversee reporting aspects including strategy, technology, coaching, mentoring as well as benefits and other employment related matters.

ESSENTIAL FUNCTIONS:

 

Strategic transformation

  • Partner with CDIO, MassHealth leadership and EOHHS leadership to create a holistic 5-year strategy and operational roadmap for the MassHealth Data Warehouse that meets evolving business and policy needs.
  • Execute on the 5-year strategy and operational roadmap, including management of ongoing projects and build-out of specific technology and capabilities that currently do not exist.
  • Develop holistic plan to improve the agency’s data quality, resource component workstreams, manage change across agency and Trading Partners, and create structures and processes to monitor and maintain high level of data quality.
  • Direct the design, implementation, maintenance and support of data warehouse systems.
  • Remain current on new technologies, business and industry trends.
  • Cultivate and strengthen collaborative partnerships with the following stakeholders:  MassHealth Program Teams, Analytics and Data Integrity Team, MassHealth Applications, MMIS and other IT system teams.

 

Business partnership and delivery of products

  • Prioritize all incoming data and reporting requests and produce high-quality and on-time deliverables based on business needs.
  • Collaborate as a thought partner with customers/clients to turn ideas and inspiration into actionable outputs and products.
  • Oversee both project management and operations of the warehouse and enterprise-wide reporting needs.
  • Identify and mitigate any impediments to the production and/or QA environments.
  • Participate in executive-level meetings and provide concise, up-to-date information on all current and future projects and operational issues.

 

Team management

  • Provide the strategic and tactical oversight for the data warehouse team (50+FTEs), including managers, business analysts, developers, project management staff, architects, system administration team and quality assurance team.
  • Manage team resources, including resource acquisition, development, and transition.
  • Forecast resource needs for required projects and ongoing operations.
  • Coach and mentor individual contributors and managers.

Process control and management

  • Maintain, enhance, and enforce operational controls and processes.
  • Work closely with project teams to ensure recommended changes support the business objectives and are in line with industry standards.
  • Establish procedures and protocols for change management, executive reporting and defect tracking.
  • Communicate both planned and unplanned Production outages.
  • Monitor federal reporting schedule.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in Computer Science, Mathematics, Management or related field.
  • 5-7 years of management experience, with a minimum of 3 years leading data warehouse and/or technology enterprise teams.
  • Experience leading strategic data management initiatives, such as data quality improvement, data systems transformation, and/or business intelligence and reporting.
  • Solid fundamentals in the areas of complex SQL, performance tuning, modern data storage architecture, data analytics and reporting tools.
  • Medicaid or other healthcare experience, specifically with regards to value-based payment structures and associated data infrastructure needs.
  • Strong understanding of data warehousing technologies and strategies.
  • Ability to invest in productive and positive relationships with peers and customers.
  • Strong positive relationships with executive and senior leaders across both EOHHS IT and MassHealth.
  • Ability to prioritize and execute highly visible, high-priority deliverables in a complex matrixed environment
  • Ability to communicate technical and non-technical information to various audiences and levels within the organization
  • Excellent verbal and written communication skills
  • Strong organizational and documentation skills
  • Thorough knowledge of data warehouse principles and techniques, specifically dimensional data modeling
  • Ability to work collaboratively and build strong relationships with multiple tiers of employees, including team members and C-suite executives.
  • Ability to effectively forecast resource needs and manage program budget
  • Ability to understand the components of each key project and how the set of projects roll up to the success of the entire program
  • Understanding of federal mandates and federally funded projects
  • Ability to provide on-time and accurate reports to a wide audience
  • Ability to identify and mitigate risks, manage and resolve issues, and drive decision-making in order to keep a project focused and on track
  • Ability with Microsoft Products

PREFERRED QUALIFICATIONS:

  • Master’s Degree in Computer Science, Business Administration, Public Administration, or related field
  • Experience with advanced analytics and machine learning
  • Experience leading cloud-based deployments
