POSITION SUMMARY:

Under the general direction of the Director or designee, this position provides pharmacoeconomics expertise to the drug utilization review (DUR) program within Clinical Pharmacy Services (CPS). CPS is responsible for administering client-specific programs to provide clinical and operational expertise in regard to pharmaceutical management and policy for the Massachusetts Medicaid program (Client) to advance health outcomes for members. Utilizes data analytics, in conjunction with evidence-based medicine, to identify opportunities, implement initiatives and/or policy, and measure outcomes. Primary duties of this position are to develop, manage, and expand a pharmacoeconomic strategy to support the client’s pharmaceutical value-based efforts and budget impact forecasting. Leads and informs the process of assessing the value of pharmaceutical drugs and may include other activities such as: cost-effectiveness assessments, multi-criteria decision analysis development, analytic plans, and research studies.  The Pharmacoeconomics Specialist will have the opportunity to be considered for a faculty appointment at the University of Massachusetts Medical School and collaboration on research and dissemination with other faculty.

ESSENTIAL FUNCTIONS:

  • Participates in the development and achievement of strategic and research objectives as they relate to the client’s pharmaceutical spending and related value-based efforts.
  • Designs, advises, and performs pharmacoeconomic analyses and analytic plans including but not limited to, cost-effectiveness analyses and multi-criteria decision analyses.
  • Represents client philosophy related to pharmaceutical value-based efforts in a public forum.
  • Provide real-time pharmacoeconomic consultative services to the client’s pharmacy program.
  • Establish and directs the activities of a CPS pharmacoeconomics workgroup: chairs meetings, recruit’s participants, gathers information, gathers and analyzes data and presents materials.
  • Assist in the design and development of tools and mechanisms to document the outcomes and value associated with pharmacoeconomic activities.
  • Oversees development of scheduled and ad hoc client reports and analyses related to pharmaceutical value-based efforts in collaboration with data analysts.
  • Provides pharmacoeconomic expertise and knowledge to the advisory board’s clinical workgroups.
  • Provides orientation, training, guidance and direction to health care data analysts and Consultant Pharmacists.
  • Serves as a preceptor for pharmacy students and managed care pharmacy residents and fellows.
  • Participates in and attend client meetings as requested.
  • Represents the CPS program at local, regional, and national conferences, public forums, and informational meetings.
  • Participates in program planning, strategic planning, and business development activities.
  • May perform other job-related duties as assigned or requested.

REQUIRED QUALIFICATIONS:

  • Doctor of Pharmacy or Medicine degree with 2 years of pharmacy-related work/residency experience or master’s degree in Health Economics or related fields.
  • Substantial relevant experience in pharmacoeconomic modeling.
  • Ability to travel to off-site locations.

PREFERRED QUALIFICATIONS:

  • Ph.D in Healthcare related field, policy, business or economics.
  • Eligibility for licensure or current pharmacist license in good standing in the Commonwealth of Massachusetts
