GENERAL SUMMARY OF POSITION:


Under the general direction of the Associate Director of Clinical Affairs or designee, the Program Manager has managerial responsibility for Disability Reviewers and other staff assigned. This position will interact with appropriate State agencies as needed in performance of both managerial and clinical roles. In addition, the Program Manager is accountable for the assessment and evaluation of medical, functional, and vocational records and information to determine whether individuals meet specific disability criteria established under state and federal law. This position will have oversight of Disability Reviewers in clinical decision making and may assume some caseload responsibility as needed.

MAJOR RESPONSIBILITIES:

  • Management responsibilities include participating in hiring decisions for all clinical staff, independently developing and delivering annual/interim performance evaluations, monitoring productivity/quality/case management on weekly basis, and consulting with UMMS Human Resources on all disciplinary issues including performance improvement plans, warnings and terminations. 
  • Assist clinical training department in the orientation and training of new staff
  • May assume oversight for new business/out-of-state business opportunities and contracts with travel in and out-of-state requirements as needed
  • Performs quality assurance reviews of cases completed by Disability Reviewers and Disability Associate staff and reports findings and trends to Associate Director of Clinical Affairs and Clinical Training Coordinators with  recommendations for improvements
  • Conduct a thorough analysis of all relevant information for each case from a variety of sources (medical, functional and vocational)
  • Make final determination of disability status based on information presented for assigned cases
  • Recommend best practice, policy and performance improvements to the Associate Director based on independent clinical and data analysis
  • Communicate and implement policy, workflow and organizational changes to all direct reports
  • Maintain and ensure confidentiality of all business documents and correspondences within their domain.
  • Perform other duties as required, including delivery of vocational and/or other disability related services. 

REQUIRED QUALIFICATIONS:

  • RN licensed to practice in the Commonwealth of Massachusetts with six years of relevant experience OR 
  • Masters prepared licensed or certified vocational rehabilitation counselor or other licensed or certified Allied Health professional in the Commonwealth of Massachusetts with three years of relevant experience in one or more of the following areas: acute medicine, long term care, mental health, developmental disabilities, substance abuse, rehabilitation and/or vocational counseling or equivalent.

• Experience in performing disability determinations using Title XVI and state regulations
• Ability to work in a team environment, interpret state and federal laws and regulations, and meet performance deadlines in a dynamic environment
• Excellent oral and written communication skills
• Demonstrated experience using computer-based tools including electronic mail, database management, and word processing.
• Ability to travel to offsite locations as needed
