GENERAL SUMMARY OF POSITION: 

Under the general direction of the Executive Vice Chancellor for Administration and Finance (EVC), the Associate Vice Chancellor, Administration (AVCA) is responsible for direct support of all EVC duties and responsibilities.  The AVCA is  responsible for overseeing the process for  the review of  compensation requests for the Medical School, policy update requests, formula funding model for academic departments, faculty recruitment budget and related tenure slot allocations, budget development and oversight for the School of Medicine (SOM), Graduate School of Biological Sciences (GSBS) and the Graduate School of Nursing (GSN), and oversight of the Drugs of Abuse Lab (DAL) operation.  Serves as EVC’s primary liaison to Academic Administration at all levels. The position manages complex projects and represents the EVC in numerous UMMS meetings.

MAJOR RESPONSIBILITIES:

 

Business Logistics Leadership

  • Oversees various complex projects and initiatives on behalf of the EVC.
  • Work with the Executive Vice Chancellor and his senior leadership team in the development of strategic initiatives to improve cost effectiveness and increase efficiencies.
  • Develop and be responsible for strategies, procedures and processes for procurement, asset management and vendor management for assigned projects.
  • Participate in negotiation of complex and consequential contracts for strategic initiatives.
  • Interprets results of reports and analyses, synthesizes into business-relevant summaries for leadership and other UMMS stakeholders.

Administrative Leadership

  • Provides substantive and analytic information to the EVC in relation to the EVC dealings with the Academic and Administrative Medical School Departments.
  • Serves as the Administration, Operational and Finance Liaison to Academic, Educational Support and Administrative Departments consulting on operation issues, identifying priority needs and resolving issues.
  • Assure the DAL continues to provide excellent work and maintains an excellent relationship with the Worcester DA’s Office.
  • Represent the Office of the Vice Chancellor for A&F on institution accreditation committees and in numerous UMMS meetings.
  • Review, provide direction and aid in finalizing new or updated policies and guidelines and provide oversight of the online UMMS Policy repository (located on the UMMS website).
  • Oversee Record Retention requirements for the entire Medical School enterprise.
  • Work in collaboration with the Human Resources Compensation Business Partner for the Medical School in the development of job families, career pathways and job descriptions.
  • Provide guidance to the HR Compensation Business Partner related to Medical School job upgrades and equity salary adjustments.
  • Oversee staff from Office of Educational Affairs, GSBS and GME in completion of the educational effort report on an annual basis.
  • Oversee the annual research space analysis through space planning and academic departments.
  • Collaborate with the Budget Office in the preparation of the Medical School allocation detail for each Academic Department/Program.
  • Administer, document and analyze faculty recruitment commitments and the institution’s tenure commitments.

Financial Leadership

  • Participates in strategic planning, annual budget preparation, budget hearings and financial performance meetings.
  • Update and refine the funding benchmarks used to calculate allocations to individual academic departments/programs.
  • Collaborate with Financial Services on Academic and Educational Support budgets.
  • Provide input and analysis to EVC and Dean Provost regarding academic support operations.
  • Review and recommend changes in Student fees and related programs.

Other

  • Encourages and supports diverse views and approaches, creating an environment of professionalism, respect, tolerance, civility and acceptance toward all employees and UMMS stakeholders.
  • Serve on key institutional and University committees and work groups in area of expertise and as needed to represent the EVC.
  • Serve as EVC delegated approver designee as authorized.
  • Perform related duties and responsibilities as required.

REQUIRED QUALIFICATIONS:

  • Bachelor's Degree in finance, accounting, business or public administration, management, IT, related field or relevant experience. 
  • Masters’ degree in business management, finance/accounting, public administration or IT is a plus.
  • At least 10 years of successful senior level management experience in a public sector and/or private sector organization with business administration, IT and financial management duties and responsibilities.
  • A proven track record of increasing managerial duties and responsibilities.
  • Demonstrated ability to establish and maintain effective working relationships with faculty, students, community and other campus and system administrators.

  • Understanding and experience of complex organizational culture preferably in academic medical centers or higher education.
