GENERAL SUMMARY OF POSITION:

Under the general direction of the Director or designee, the Associate Director will be responsible for the oversight and functioning of a relatively large program or area (such as audit or investigations/analysis) responsible for performing detailed analysis/research and / or investigations to ensure compliance with MassHealth policy, federal and state regulations.

MAJOR RESPONSIBILITIES:

The Associate Director is responsible for directing and managing the daily activities of the Unit's staff, to ensure that internal and external client expectations are met or exceeded, within budget parameters. Specifically, the Associate Director will be responsible for:

  • Directing and managing daily unit operations
  • Developing/maintaining standard operating procedures. Ensure procedures are reviewed at least bi-annually to ensure effective, high-quality operations that are consistent with best practice.
  • Manage internal and external contacts, ensuring the delivery of high-quality and efficient client service.
  • Ensure compliance with state and federal requirements.
  • Participate in on-site visits/reviews with MassHealth, and other meetings as appropriate.
  • Establishes and implements performance improvement initiatives
  • Evaluates current initiatives and offers recommendations for the development of new initiatives
  • Leads strategic planning activities related to the operations of the assigned unit
  • Ensures training for new and existing staff members occurs to build and strengthen levels of expertise
  • Prepares and presents budget and other management reports as needed
  • Perform other job related duties or manage special projects as needed

 

REQUIRED QUALIFICATIONS:

  • Master's degree or equivalent
  • Minimum of 5 years of supervisory experience, including three years experience in a complex healthcare environment
  • In-depth knowledge of State and federal law, polices, rules and procedures, regulations and requirements regarding the assigned areas' core function.
  • Strong planning, analysis and problem-solving skills involving a high degree of originality and independent judgment, including the ability to identify program risks and critical issues and prepare recommendations for meeting established goals.
  • Ability to effectively organize and prioritize in a multi-task, multi-priority environment, balance competing demands and advance assigned projects from inception to completion. This includes the ability to make decisions independently or as a team member.
  • Strong statistical and analytical skills involving the processing, analysis, interpretation and presentation of data. Ability to analyze results and work with CHCF staff and system experts to identify root cause and implement appropriate steps to prevent recurrences of similar issues.
  • Ability to communicate effectively using written and verbal communication.
  • Strong working knowledge of all Microsoft Office products, including excel and access which will be used frequently.
  • Ability to travel to off-site locations
