GENERAL SUMMARY OF POSITION: 

This position has dual reporting to the Commonwealth Medicine (CWM) Controller and to the Executive Director of the Center for Health Care Financing (CHCF).  The Assistant Director will provide business support to CHCF, including budgeting and financial reporting and is responsible for supporting program leadership and participating in strategic planning for business activities within CHCF The Assistant Director will facilitate diverse financial analysis for CHCF and assist department management with their financial planning efforts, budget analysis and monthly reporting. Additionally, the Assistant Director will manage the operational needs of the business units such as overseeing facilities vendors, asset management, supplies and space planning.

MAJOR RESPONSIBILITIES:

 

  • Participate in department and organization-wide business and strategic planning team meetings
  • Serve as a strategic analyst to support senior leadership by assisting with the budgets of strategic opportunities, improving operational efficiencies and enhancing fiscal processes and systems to support the continued growth at CHCF
  • Collaborate in business expansion planning in coordination and collaboration with other CWM business units. These initiatives and projects may be high-profile, and are of significant strategic importance to CHCF, CWM and the client.
  • Implement and ensure compliance with federal, Commonwealth of Massachusetts, CWM and University of Massachusetts and University of Massachusetts Medical School (UMMS) financial and regulatory policies and procedures.
  • Work closely with other groups within CHCF, CWM and the UMMS area to better understand University-wide financial management issues and to share best practices that inform planning, reporting and analysis
  • Proactively review and analyze budget information submitted by departments to develop and report on trend analyses, forecasted information and financial ratios. Collaborate with CWM and UMMS Finance as part of the analyses performed.
  • Prepare financial reports and reporting services to a broad array of financial users from executive management to departmental administration
  • Gather information and prepare analyses for budget hearing packages for presentation to the Executive Vice Chancellor CWM and budget review committees
  • Procure, analyze and report on information to monitor actual performance against budgets
  • Support client management including preparing revenue reports to the agency clients and the legislature.
  • Coordinate activities with the Contracts Unit to ensure all contracts and Intergovernmental Service Agreements (ISAs) are consistent with financial expectations and goals.
  • Develop uniform pricing models for purchase of services and goods used by business units, i.e. Translation services.
  • Responsible for the management and maintenance of office space that requires coordination with building management for repairs, safety, upgrades, parking and distributing communications regarding from building management to employees.
  • Manage the reception area; insure policies and procedures are in compliance with HIPPA and other state and federal regulations.
  • Manage the mailroom policies and procedures for pickup and delivery and the shredding of PHI and PII.
  • Track and manage office assets, such as computers, laptops, furniture, phones and office supplies.

REQUIRED QUALIFICATIONS:

 

  • Bachelor’s degree Accounting, Finance, Business Administration or other relevant major
  • 7 to 10 years progressively responsible experience in budgeting or finance
  • Experience with state financing rules and systems, preferred
  • 3 to 5 years supervisory experience
  • Experience with facilities management and/or business operations
  • Extensive knowledge of PC based spreadsheet and database tools
  • Knowledge of accounting, budgeting and financial reporting systems
  • Ability to think creatively and analyze data from new perspectives
  • Ability to work with staff at various levels within the organization to provide instruction and gather information
  • Excellent oral and written communication skills and ability to communicate effectively with all levels of management

PREFERRED QUALIFICATIONS:

  • CPA and/or MBA preferred

 

SUPERVISION RECEIVED:

Functions independently under the direction of the CWM Controller and the Executive Director of CHCF

 

 

SUPERVISION EXERCISED:

Program Administrator; Administrative support staff

 

ENVIRONMENTAL WORKING CONDITIONS:

Normal office environment – must be able to perform all essential functions of this position with reasonable accommodation if disabled.

Travel will be limited, but required to client sites and other UMMS campuses.
