Technology plays a pivotal role in virtually every endeavor at the Medical School.  We are searching for a mission-driven individual to join our Information Technology Department as Associate CIO, Infrastructure, reporting to the CIO.  This individual would help set a new course, empowering the technology ecosystems that support our Academic, Research and Health Services missions.  UMMS is known for its collaborative and innovative spirit, and the successful candidate will add their own commitment to that culture. 

 

The full breadth of IT’s Infrastructure falls under the auspices of this role.  The robust operating and capital budgets, along with strong support from senior leadership, will allow the successful candidate a flexible path to success.  The Medical School is part of a five campus University system, and hosts the High Performance Compute (HPC) environment in Holyoke, and Data Center Optimization services in Shrewsbury for all five campuses.  This role is expected to provide thought leadership to the entire UMass system.  Additionally, the Medical School clinical partner, UMass Memorial Health Care (UMMHC), is a strong and valued partner.  The ACIO of Infrastructure will develop strong business ties with UMMHC, enabling a premier data sharing partnership.

Under the general direction of the Chief Information Officer (CIO), the Associate Chief Information Officer of Infrastructure Services will transform the University’s data center services into a service provider for an extended university system.  This will require innovative ways of leveraging private and public cloud offerings, process discipline to ensure quality and compliance, technology leadership to ensure high performance for all applications, and strong team development. The Associate Chief Information Officer should have a history of leading a service organization, and developing strong technologists who base their efforts on customer needs and not interesting technologies.

Responsibilities:

MAJOR RESPONSIBILITIES:

  • Model the Infrastructure Services team after an IaaS service provider, providing highly available, secure services to UMMS, the UMass University system and UMass Memorial Hospital.
  • Implement the mechanisms necessary to provide rapid system provisioning and de-provisioning to enhance customer satisfaction and manage costs.
  • Ensure that general computer controls are developed and implemented, resulting in the issuance of an SAE16 certification.
  • Utilize external Cloud providers to manage costs while maintaining high levels of service, security and compliance.
  • Provide leadership within the IS organization that promotes a “One Team” mentality, demonstrated through both personal behaviors and team behaviors
  • Develop and deliver tactical solutions and strategic direction to current and future campus information technology requirements
  • Design, implement and lead (7x24) Data Center including all server, storage and Active Directory elements needed at the University.
  • Directs the evaluation and recommendation of hardware and operating software to meet specific as well as long term strategic end-user computing needs.
  • Experience with virtualization that shows an understanding of the benefits of a mature private cloud. 
  • Consults and strategize with UMMS Senior management and end-users regarding the use of technology for business solutions.
  • Ability to network with other data center thought leaders. 
  • Ability to lead a team on project engagements related to the design, configuration, and deployment of infrastructure solutions.
  • Knowledge of how to leverage IT strategy; roadmaps; architecture; engineering; operations; policy, processes and standard industry practices; and innovation and program delivery appropriately throughout the course of an engagement.
  • Facilities design, planning and implementation--determining data center tier requirements, recommending hosting solutions, assisting with site selection, performing capacity planning (e.g. floor space, power, cooling, rack footprint), and developing the structured cabling design
  • Manage the corresponding storage growth in a cost effective manner
  • Develops and monitors compliance with policies and procedures for information services and institutional objectives, ensuring the integrity and confidentiality of sensitive data.
  • Directs the acquisition of related software, hardware, products and services.  Negotiates cost-effective contracts and manages relationships with contractors and vendors.
  • Project management, Business Continuity/Disaster Recovery, ITIL/ITSM and engagement analysis
  • Maintain an excellent working knowledge of current IT technology, industry trends and emerging developments.
  • Other duties and responsibilities as required

Qualifications:

REQUIRED QUALIFICATIONS:

  • Master’s degree in Management Information Technology, Computer Science, Engineering, or equivalent experience.
  • 10 years of demonstrated, progressively responsible experience in the leadership and implementation of information technology in an academic health science environment. 
  • A working knowledge of personal computing technology and of mini/mainframe-based user-oriented computing tools from a technical as well as an actual use perspective
  • Responsible as a service provider for support of a large-scale, enterprise-wide information services division.
  • Demonstrated experience with the following technologies: Enterprise storage solutions-- storage area networks, network attached disks, direct attached storage, EMC storage platforms (e.g. VMAX/Symmetrix, Clariion, Data Domain, and ESRS), NetApp storage products (e.g. 3240 and 3270), IBM Storwize, virtual tape library technologies, archiving solutions, and tape library systems.). Enterprise server solutions--Windows, AIX, LINUX, and Solaris. Virtualization technologies--IBM LPARs, VMWare ESX, VSphere, Cisco Nexus 1000v. Architectural design with major networking, storage, compute and security vendors such as HP, Cisco, IBM, Dell, Brocade, Juniper, EMC, BMC, Microsoft, Citrix, Intel, Symantec, et al
  • Demonstrated experience in the design and development of strategic and tactical plans, interpretation of business requirements and implementation of solutions into comprehensive, integrated information technology standards and applications.
  • Exceptional senior management skills in human resources, financial management and administrative policy development. Innovation, flexibility and creativity.
  • Requires an executive level knowledge of Information Technology; including management information systems, database management, communications, networking, hardware platforms and various software applications.
  • As a member of the senior management team, the candidate must possess excellent interpersonal, organizational and communication skills and a commitment to the mission of the institution.
  • Travel to off-site locations required.

  • Strong strategic and operational planning skills, anticipates problems and proactively engages appropriate stakeholders in implementing customer centered solutions 
  • Demonstrated ability to build consensus (internal and external) for the integration and implementation of information technology strategies
  • Ability to provide innovative IT solutions within quality, cost and timing requirements of internal customers
  • Experience in fast turnaround IT solutions and deployments to meet changing business demands and enables  pursuit of strategic business opportunities
  • Demonstrated success in implementation of large scale, complex IT deployments within required  timeframes of internal customers
  • Experience deploying IT solutions for a diverse array of industries including profit, not for profit and governmental industries
