GENERAL SUMMARY OF POSITION: 

Under the director of the Associate Director for the National Network of Libraries of Medicine New England Region (NN/LM NER), the Research and Data Coordinator supports librarians in the New England Region develops, plans, provides services and resources that build competencies in data librarianship and by cultivating a Community of Interest that fosters regional education and collaboration. The coordinator must have expertise in relationship building and program management, and have sufficient knowledge and proficiency in data management practices as well as the ability to demonstrate and teach NLM resources at all levels for Network Members. The coordinator is also responsible for developing and evaluating those instructional programs. The Coordinator collaborates with other NN/LM Coordinators and Centers on National initiatives.

MAJOR RESPONSIBILITIES:

Overall

• • Develop goals and objectives for the Access to Biomedical and Health Information program area for the New England Region, in consultation with the Associate Director.
  • Evaluate progress toward meeting program goals and objectives, and reports on progress.
  • Continually promote Network Membership.
  • Participate in regional planning and projects through service on service on regional and national committees as appropriate
  • Responsible for promoting NLM services and products by using a variety of short and long-term communications mechanisms including social media such as e-mail, blogs, listservs, and as well as other tools.
  • Track, gather, and analyze relevant statistics and data for monthly/quarterly/annual reports

Education

• Designs and teaches curriculum, classes and workshops that promote research and data management
• Teaches research data management best practices at professional development workshops throughout the Region and nationally.

Programming Responsibilities

• Data Management Portal: facilitate posting of new content, and identify new topic areas.
• Data Management Curriculum (DMC): promotes usage of the curriculum across the nation and coordinates its upkeep.
• The Journal of e-Science Librarianship: Identifies and recruit’s authors for the Journal of e-Science Librarianship, serves on the editorial board, and assists with publication and promotion.
• Education: Identifies topics and speakers, manages promotion, coordinates travel, creates handouts, invites attendees, coordinates with facilities for meeting space, and oversees registration.
• Coordinates volunteer activities of regional membership
• Participates in regional planning and projects through service on teams, committees, task forces, and special projects as assigned.
• Responsible for managing short and long-term communications with project collaborators, consultants, and the Community of Interest.

Exhibiting

• Promote and exhibit NLM Resources at national, regional, and local conferences.

Funding

• Provide network members with technical consultations in research data management project planning, proposal preparation, and submission, and project evaluation.
• Solicit applications for awards and subcontracts.
• Serve as member of proposal review team; make recommendations for funding.
• Post award, monitor and report on network member project progress for those funded. Provide assistance and consultation when problems or delays occur.

National Initiatives

• Participates on National Task Forces and Committees designing programs that span across all regions.

REQUIRED QUALIFICATIONS:

• Master’s degree in Library Science or other relevant field
• 2 years combined of library, information technology, informatics, and/or scientific research experience or equivalent
• Knowledge of best practices in research data management
• Knowledge about the scientific research process
• Hands-on teaching experience.
• Ability to plan and implement innovative services
• Knowledge of NLM and NCBI databases
• Demonstrated ability to communicate clearly and effectively in both oral and written communications
• Evidence of excellent interpersonal skills. Ability to work cooperatively in a demanding and changing environment with all levels of staff and a variety of users
• Flexibility, initiative, and problem, energy, and time management skills
• Ability to meet deadlines
• Ability to travel to off-site locations

• Understand the health sciences and health care environment and the policies, issues, and trends that impact that environment including; Understanding of the health sciences professions; Understanding of the clinical care, research, medical education, cultural, ethical, economic, and legal issues and environments; Understanding of various health and health-related organizations

• Have the ability to manage health information resources in a broad range of formats including; Knowledge of scholarly publishing, copyright, licensing, privacy, and intellectual property issues; Knowledge of national and international standards and conventions; Knowledge of trends in information formatting, production, packaging, and dissemination.
• Understand and use technology and systems to manage all forms of information including; Knowledge of basic principles of automated systems, data standards, and systems analysis techniques including design and evaluation; Knowledge of acquisition, use, and evaluation of information technologies; Knowledge of integration of systems and technologies; Knowledge of technological solutions for permanent access to electronic information; Knowledge of applications in emerging areas of biomedicine computational biology and health information, including electronic health care systems and records; Knowledge of communications and information infrastructure including the Internet and Web.

• Understand scientific research methods and have the ability to critically examine and filter research literature from many related disciplines including; Knowledge of using quantitative and qualitative methodologies and techniques and their interpretation; Knowledge of principles of evidence-based practice to support decision making.
